Job summary

Parsons in Abu Dhabi seeks an HSE Inspector to promote a safe working environment on the Al Dhafra project site. You will conduct inspections, monitor contractor compliance with PTW, risk assessments, and traffic management, and support incident investigations.

Ideal candidates hold a NEBOSH IGC, a technical or engineering degree, 2+ years on construction sites, and strong MS Office reporting skills. This on-site role requires flexibility for shifts and weekend coverage.

Qualifications

• Bachelor’s degree (or equivalent) in Engineering or a technical/HSE discipline.
• Minimum 2 years HSE experience on construction projects (consultancy experience preferred).
• HSE certification such as NEBOSH IGC (or equivalent), subject to acceptance.
• Good knowledge of PTW systems and safe work practices (confined space, excavation, lifting, working at height) and risk assessments.
• Familiarity with client specifications and relevant OSHAD Codes of Practice.
• Strong Communication & reporting skills; proficient in MS Office.

Responsibilities

• Carry out routine daily/weekly HSE inspections, record findings, and recommend corrective actions.
• Monitor contractor compliance with method statements, risk assessments, permits to work, and traffic management arrangements.
• Monitor high-risk activities including excavation, works near live assets/utilities, tie-ins, confined space entry, lifting operations, and work in road corridors.
• Maintain a visible site presence; participate in walkthroughs, interventions, inspections, and audits as planned.
• Collect, analyze, and submit contractor HSE data; prepare daily/weekly/monthly HSE reports and statistics.
• Follow up and close-out HSE actions from observations, audits, incidents, and compliance inspections.
• Support inductions/orientations and HSE awareness training; attend and minute contractor HSE meetings.
• Support incident investigations and review first aid/near miss/incident records and corrective actions.
• Liaise with stakeholders on HSE matters and provide flexible coverage for shifts/night/weekend work when required.

Parsons is looking for an amazingly talented HSE Inspector to join our team in Al Dhafra Region, Abu Dhabi. The primary objective is to promote a safe, secure working environment in line with Parsons and project HSE requirements, and to support the site supervision team in identifying and closing safety deficiencies that could endanger personnel or the public.

What You’ll Be Doing:

What Desired Skills You’ll Bring:

• Experience on water distribution/utility programs in Abu Dhabi or Al Ain (TAQA experience/approval is an advantage).
• Working knowledge of OSHAD-SF requirements and Abu Dhabi reporting procedures.
• Familiarity with utility “essential rules” and client permit-to-work procedures.
• Experience on utility network works within public road corridors.
• Professional membership (e.g., IOSH, IIRSM) and emergency response training (first aid/firefighting).
• Valid UAE driving license.
