Job summary

Hill International in Abu Dhabi seeks an experienced HSE Engineer to support the implementation of project-specific HSE management systems and ensure compliance with corporate policies, client requirements and local regulations. You will conduct audits, inspections and risk assessments, review contractor HSE plans and oversee safety-critical systems to promote a positive safety culture on-site.

Qualifications

• 12+ years of experience in health, safety and environmental field.
• HSE Level 6 qualification is mandatory.
• HSE Level 3 qualification is mandatory.
• Good technical/engineering knowledge.
• Experience in villa/high-rise/hotel projects.
• Strong understanding of UAE/Abu Dhabi HSE regulations (ADOSH).
• Member of a recognized international body (IOSH etc.) with CPD in last 12 months.
• Working knowledge of ADOSH (OSHAD).
• ISO 14001 and ISO 45001 and recognized auditor qualification.
• UAE or Abu Dhabi work experience required.

Responsibilities

• Assist management in implementing a project specific HSE Management System per Hill and Client requirements.
• Develop project specific HSE procedures per Hill Corporate HSE system.
• Support embedding positive HSE behaviours and safety culture.
• Review Contractor HSE Management Plan and safe systems of work for suitability.
• Review/approve MSRA/JSA/RAMS per activity requirements.
• Review and approve Permit to Work documentation as needed.
• Conduct proactive HSE audits and inspections to verify implementation.
• Supervise readiness and performance of HSE critical systems and equipment.
• Assess Contractor induction, training and competence arrangements.
• Support Hill HSE training and competence programs (inductions, risk awareness, environmental controls).
• Investigate and report incidents.
• Monitor contractor compliance with contractual and client HSE requirements.
• Prepare various HSE and ad hoc reports per client requirements.
• Maintain knowledge of current HSE practice and regulatory changes.
• Perform other duties as assigned by HSE Director or supervisor.

They conduct audits, inspections, and risk assessments, review contractors HSE plans, and oversee safety-critical systems to promote a positive safety culture on-site. The role also involves incident investigation, reporting, and coordinating HSE training and competence programs to maintain high standards of workplace safety and environmental protection.

Responsibilities

• Responsible for assisting management in implementing a project specific HSE Management System in accordance with Hill corporate and Client requirements.
• Assist management in developing project specific HSE procedures in accordance with the Hill Corporate HSE management system and related change management procedures.
• Supporting the implementation and embedding of positive HSE behaviours and leading safety cultures.
• Review, comment and advise the Client on the suitability of the Contractors HSE Management Plan and related safe systems of work.
• Review and approve task specific MSRA / JSA / RAMS based on the requirements of each activity.
• Review and approved, as required, Permit to Work' applications related supporting documentation for suitability.
• Conduct proactive HSE Audits and Inspections as necessary to verify the suitable and sufficient implementation of the Contractors HSE Management Plan.
• Supervise, as required, the operational readiness and performance of HSE Critical Systems and Equipment.
• Review and advise the Client of the suitability of the Contractors HSE induction, training and competence management arrangements.
• Support the implementation of the Hill HSE training and competence arrangements, including but not limited to HSE inductions, risk awareness and management and environmental controls.
• Investigate and Report Incidents.
• Monitor and control Contractor for compliance with contractual and client HSE requirements.
• Preparation of Various HSE reports and Ad hoc reporting as per the client requirement.
• Investigate and Report Incidents, Accidents and Near-misses to Management in accordance with Hill policies and procedures.
• Maintain their own knowledge and competence of current HSE practice, industry developments, and changes in legislation, and internal corporate policies and procedures.
• Perform other duties as assigned by the HSE Director, or line manager/supervisor.

Qualifications

• The proposed candidate shall have minimum of 12+ years 'experience in the health, safety and environmental field
• HSE Level 6 qualification is mandatory.
• HSE Level 3 qualification is mandatory.
• Good technical/engineering knowledge.
• Previous experience in villa/high-rise/hotel projects.
• Excellent understanding of local HSE regulations and HSE procedures as per UAE and Abu Dhabi laws (ADOSH).
• Membership of a recognized internation professional body (IOSH, etc.) at graduate level or above with a demonstrable CPD record for the past 12 months.
• A working knowledge of ADOSH (OSHAD).
• ISO 14001 and ISO 45001 and recognized auditor qualification.
• Must have UAE or Abu Dhabi work experience.
