Parsons in Dubai, UAE, seeks an experienced HSE Engineer (Rail) to join our metro construction team. You will liaise with Safety Officers, the HSE Manager, and contractor personnel to implement corporate, contractual, legal, and project HSE requirements.

Lead HSE activities on site, review risk assessments, perform audits, and mentor inspectors while coordinating with project stakeholders. UAE driving license required.

Formación

• Bachelor's degree in a relevant discipline.
• Minimum 10+ years of related work experience in Health & Safety in construction sites, infrastructure, tunneling or metro projects.
• Recognized health & safety certifications (OSHA/NEBOSH/IOSH).
• Good communication and interpersonal skills.
• Ability to supervise and manage HSE Inspectors.
• Must have UAE driving license.

Responsabilidades

• Implement HSE policy, plan, and legislation; monitor performance and targets.
• Liaise with HSE Manager and contractors to implement project HSE requirements.
• Monitor activities to ensure health, safety and environmental measures are followed.
• Review hazard analyses and job safety plans at sites.
• Conduct HSE visits and report concerns for immediate rectification.
• Perform HSE audits and review contractor inspections/reports.
• Lead monthly safety meetings and monitor actions.
• Review emergency preparedness, permit to work, toolbox talks, and statistics.
• Review incident investigations and communicate learning points.
• Mentor HSE Inspectors and provide team leadership.
• Work shifts and weekends as required to ensure HSE coverage.

Job Description:

HSE Engineer (Rail)

Dubai, UAE

Parsons is looking for a talented HSE Engineer to join our team on a Metro Construction project here in Dubai! In this role you will get toliaise with Safety Officers, the HSE Manager and Contractor personnel for the improvement & implementation of Corporate, Contractual, Legal and Project HSE Management requirements.

What You'll Be Doing:

• Implement Parsons and Project Specific HSE Policy, HSE Plan, and HSE legislation and other requirements, monitor HSE performance, and HSE targets, and suggest measures for further improvement.
• Liaise with the HSE Manager and Contractors for the improvement & implementation of Project HSE Management requirements.
• Monitor contractors and the activities, to ensure the implementation of applicable Health, Safety and Environmental measures and best practices.
• Review Hazard Analysis / Risk Assessment Plan and Associated documents for all key activities and Monitor the effectiveness of hazard control measures, job safety plans, and work method statements at the site.
• Perform HSE visits and report all concerns to the Resident Engineer, for immediate rectification.
• Perform HS&E Audits on the Contractor for documentation and site compliance.
• Review and Monitor Contractors' monthly HSE inspections/reports.
• Conducting monthly Safety meetings, setting the target to achieve the outstanding issues, prepare / submit the minutes to all concerned for follow-up.
• Review Emergency Preparedness and response, Permit to Work system, Toolbox Talks, Daily Safety Talks, HSE meetings, HSE statistics & records of the contractors, according to Project requirements.
• Review Incident/Accident investigation reports from contractors, report & communicating the learning points, and monitor the immediate action and follow-up actions to minimize/prevent re-occurrence.
• Perform trend analysis for identifying potential hazards.
• Review Emergency response/rescue plans and monitor drills.
• Mentor and guide HSE Inspectors in their role and provide leadership to the team in the filed for HSE related concerns.
• Perform other tasks and duties associated with this position, as may be appropriate.
• Work shift work and weekends, based on the site requirements and contractors works to provide adequate HSE coverage.

What Required Skills You'll Bring:

• Bachelors degree in a relevant discipline.
• Minimum 10+ years of related work experience in the field of Health and Safety particularly in Construction sites, Infrastructure, Tunneling and/or Metro projects.
• With recognized Health and Safety certifications, recognized in UAE (e.g. OSHA, NEBOSH, IOSH, Fire Safety, attested documents, etc).
• Good communication and interpersonal skills.
• Ability to supervise and manage HSE Inspectors.
• Must have UAE driving license.

What Desired Skills You'll Bring:

• Preferably with relevant experience working in an engineering consulting firm.
• Willing to do permanent night shifts.
