Job summary

Emarat Aloula Contracting Co LLC seeks an experienced HSE Engineer to support the Odour Control Units project at Mafraq WWTP, overseeing day-to-day HSE across construction, installation, testing, commissioning and maintenance, ensuring compliance with UAE and Abu Dhabi regulations.

You will conduct site inspections, audits, RAMS reviews, PTW and LOTO control, lead inductions and incident investigations, and drive a proactive safety culture with contractors and staff on site.

Qualifications

  • Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety or equivalent discipline.
  • Minimum 7 years of relevant HSE experience, preferably with significant UAE/GCC experience.
  • Minimum 5 years of relevant experience in WWTP, STP, WTP, wastewater, utilities, infrastructure, industrial/process plants or similar projects.
  • Previous experience in Odour Control Units (OCU), WWTP, STP or similar wastewater infrastructure is highly preferred.
  • Experience working within live/operational plants or utility facilities is strongly preferred.
  • Good knowledge of construction, installation, testing and commissioning HSE requirements.
  • Strong knowledge of Abu Dhabi HSE legislation, Codes of Practice and Client HSE requirements.

Responsibilities

  • Implement and monitor the Project HSE Plan, Company HSE procedures, Client requirements and UAE Abu Dhabi HSE regulations.
  • Conduct daily site inspections, HSE audits and safety observations and ensure timely closure of unsafe acts and corrective actions.
  • Review and support RAMS, JHA and other HSE documentation.
  • Ensure PTW system compliance; monitor high-risk activities (confined-space, hot work, excavation, lifting, work at height, LOTO).
  • Conduct HSE inductions, toolbox talks and awareness campaigns for employees and subcontractors.
  • Participate in accident investigations and root-cause analysis with corrective actions.
  • Monitor contractor and subcontractor compliance with HSE requirements and safe practices; PPE usage and site safety rules.
  • Prepare daily, weekly, monthly HSE reports; monitor HSE performance KPIs.
  • Coordinate with HSE Manager, Client, Consultant, subcontractors and site personnel; promote hazard reporting and a proactive safety culture.
  • Participate in emergency drills and ensure emergency preparedness arrangements.
