Job summary

Hill International (Middle East) Limited is looking for a Health and Safety Manager in Abu Dhabi. The role involves monitoring compliance across projects, ensuring contractors adhere to HSE plans, and conducting audits and risk assessments.

The ideal candidate will possess a bachelor’s degree in engineering and at least 12 years of relevant experience. Key qualifications also include ISO certifications, NEBOSH IGC, and Abu Dhabi safety certificates.

Qualifications

  • 12 years’ experience in project health and safety on large new build and residential projects.
  • A minimum of five years’ experience working on projects within PMC organizations is mandatory.
  • Excellent presentation skills with solid communication capabilities and practices, both oral and written.

Job description

Responsible for monitoring and promoting health, safety, and environmental compliance across all project activities. Ensures contractors adhere to approved HSE plans, procedures, and regulatory requirements through inspections, audits, risk assessments, and ongoing site monitoring, while supporting the achievement of a safe and incident‑free working environment.

Responsibilities
  • Conduct and/or participate in company safety audits for contractors and sub‑contractors, carrying out risk assessment as directed by company or senior safety engineer.
  • Review contract documents for each construction package in respect of safety requirements and procedures and advise the project manager of any deficiency.
  • Review and comment on the project manager, onsite safety organizations and key personnel CVs supplied by the contractor.
  • Review safety procedures submitted by the contractor and ensure implementation is in compliance with contract requirements.
  • Review inspection, test and plans submitted by the contractors and ensure compliance with safety requirements.
  • Ensure all activities onsite comply with safety procedures in respect of the format signed off by contractor's safety officer.
  • Ensure contractor’s safety staff are adequate onsite and report to the project manager in case of a shortfall.
  • Review contractor's safety records and documents to ensure major construction equipment is maintained regularly.
  • Ensure contractors' labourers on site follow safety procedures and report to project manager in case of deficiency.
  • Closely monitor site activities on a daily basis, issuing non‑compliance alerts and submitting reports to the project manager.
  • Participate in weekly meetings and monthly executive meetings.
  • Coordinate with company senior safety engineer to ensure that HSE policy is implemented by the contractor.
  • Participate with PMC staff in reviewing and assessing the close‑out report submitted by contractor.
  • Inform themselves of the relevant quality, environmental, safety and occupational health policies, manuals and procedures in place within Hill International, and ensure continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager or supervisor.
Qualifications
