Job summary

The Role

The HSE Advisor provides support, advice, and oversight on Health, Safety, and Environmental (HSE) matters to ensure safe, compliant, and sustainable operations. This office-based position drives the implementation, maintenance, and continual improvement of an Integrated Management System (IMS) aligned with ISO 45001 (Occupational Health & Safety), ISO 14001 (Environmental Management), and ISO 9001 (Quality Management).

The position incorporates best practices for the oil & gas industry, emphasizing risk management, contractor oversight, human performance, and a strong safety culture. The advisor promotes proactive hazard identification, compliance with ADNOC HSE requirements and UAE regulations, and fosters a "zero harm" mindset across all activities.

Promote and implement EnerMech HSE standards and policies along with client (ADNOC) requirements.

Main Responsibilities & Key Result Areas
  • Identify hazards, conduct risk assessments (including HAZID, JSA, and environmental aspects/impacts), and ensure controls are developed, suitable and implemented to ALARP (As Low As Reasonably Practicable) levels.
  • Ensure compliance with UAE legislation, international standards, ADNOC requirements.
  • Monitor and advise on legal and other requirements related to HSE, updating the IMS as needed.
  • Support incident investigation, root cause analysis, and implementation of corrective/preventive actions.
  • Provide day-to-day HSE coaching, mentoring, and support to site personnel, supervisors, and contractors.
  • Participate in or lead pre-job planning, toolbox talks, safety meetings, and permit-to-work (PTW) processes.
  • Conduct site inspections, audits, and observations; track and report findings.
  • Advise on emergency preparedness, response planning, and drills.
  • Identify HSE training needs and deliver or coordinate training programs (e.g., inductions, hazard awareness, site specific training as needed).
  • Support competence assurance for HSE-critical roles, aligning with competency guidelines.
  • Foster a positive HSE culture, encouraging worker participation, consultation, and reporting of near-misses/concerns.
  • Drive continual improvement initiatives across quality, safety, and environmental performance.
  • Manage contractor HSE performance, including pre-qualification, onboarding, monitoring, and interface.
  • Support and lead the implementation of all EnerMech Management System procedures and guides.
  • Communicate information on the Management System throughout the organisation and promote HSE awareness and culture.
  • Review and assess requests for pre-qualification or tender, and compile required documentation in preparation for project deliverables.
  • Support the project management teams, engineering departments and business development personnel as appropriate.
  • Prepare and maintain required HSE records and reports.
  • Analyse data and communicate trends on HSE performance throughout the organisation and promote HSE awareness and culture.
  • Perform/Support internal and external audits and be responsible for driving the implementation of corrective actions.
  • Assist with HSE review and recommendations on Pre-Qualifications/Requests for Proposals, Bid Reviews, Contracts and Pre-mobilization.
  • Prepare Bridging Documents for projects.
  • Lead HSE inspections, and manage internal, sub-contractor and third-party audits.
  • Addresses investigations as per the latest responsibility matrix and analyses and reports findings to management on non-conformity reports and root cause analysis, client satisfaction program data, incidents, near misses, and damages, customer complaints, and key performance indicators (KPI).
  • Responsible for and champion HSE compliance in the facility, onshore, & offshore workplace.
  • Responsible for implementation and tracking HSE processes such as Observations, Walk the Talk Leadership Engagements, and Life Saving Rules Inspections.
  • Travel required offshore and onshore. Visible presence and engagement required.
Essential
  • NEBOSH Certificate (Environmental and Health & Safety)
  • Minimum of 3 years’ prior HSE experience of 1 year in construction, fabrication, installation and/or commissioning projects / operations / production in the oil & gas or petro-chemical industries
  • Prior Incident reporting and Investigation experience.
  • HSE Leadership experience, experience in a similar role with international organizations
  • Awareness of practical H2S control measures
  • Knowledgeable on the ISO 14001 and 45001 standards
  • Familiar with HSE Legislation within the UAE
  • Excellent communication in English (Written and Verbal), coaching, and interpersonal skills (ability to influence at all levels).
  • Analytical and problem-solving skills with attention to detail.
  • Ability to work independently.
  • Up to date medical fitness certification preferred.
  • Proficient in MS Office and HSE reporting tools.
Preferred
  • Recognized Degree or Diploma in Health, Safety & Environmental
  • ISO Auditor certification
  • Offshore certifications (e.g., T-BOSIET/H2S preferred)
  • Prior Offshore experience
  • Prior ADNOC experience preferred.
