Job summary

Worley, a global professional services company for energy, chemicals and resources, seeks an experienced HSSE leader in Abu Dhabi. You will drive HSSEQ objectives, oversee safety performance across EPC contracts, and ensure compliant delivery of projects with a focus on best value for the Owner and stakeholders.

The role requires a bachelor’s degree in a related field and significant Oil & Gas or Petrochemical experience, including HSEIA reporting and QRA development.

Qualifications

  • Bachelor's degree in safety, health, environmental, technical, scientific, or equivalent from an accredited university.
  • Oil & Gas or Petrochemical sector experience preferred.
  • Experience compiling HSE Impact assessments (HSEIA) and be proficient in QRA development.

  • Lead HSSEQ goals and targets through personal leadership and involvement.
  • Oversee safe delivery and handover of projects to Owners, ensuring best value and compliance.
  • Provide HSSE guidance to project teams to implement the HSSE Management System.
  • Monitor EPC Contractor HSSE performance and ensure compliance with project standards.
  • Champion safety culture and engage stakeholders to address HSSE issues during EPC phase.
  • Review Project Execution Plans to ensure HSSE requirements are addressed and documented.

Principal Accountabilities
  • Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.
  • Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
  • Provides overall guidance from a HSSE perspective to the Project to ensure that the Project HSSE Management System is established and implemented into the overall Project execution strategy.
  • Close monitoring of EPC Contractor to ensure that Project HSSE objectives are met.
  • Provides leadership to the PMC HSSE resources, EPC Contractor and their respective teams.
  • Champion the Project Safety culture, behaviors and engagement activities.
  • Identifying, evaluating, and resolving HSSE issues during the EPC phase of the works.
  • Coordination with PMC Construction Engineers in different disciplines during the Construction phase for their tasks related to HSSE activities.
  • Ensuring that the Project HSSE procedures are established, maintained and implemented by the EPC Contractor.
  • Advising the PMC team on questions of HSSE, collaborating in the definition of objectives and pursuing them.
  • Witnessing HSSE Audits conducted by the EPC Contractor.
  • (NCR) and Observations to Project Management and the EPC Contractor.
  • Ensure EPC Contractor’s HSSE personnel are appropriately qualified.
  • Ensure the implementation of the Project HSSE Plan for the EPC Contract.
  • Participating in reviewing the Project Execution Plan (PEP) prepared by EPC Contractor and ensuring that it addresses the applicable HSSE requirements to fulfill the overall Project requirements.
  • Ensure that the HSSE systems of Vendors and Sub-vendors is evaluated by EPC Contractor and complies with the Project HSSE standards.
  • Ensure that a proper system for HSSE records is established and maintained by the EPC Contractor.
  • Provide support to PMC Management with investigation of any HSSE concerns and communicate the findings accordingly.
  • Provide regular feedback to Project management and key stakeholders, including lessons learned.
  • Monitor the performance of EPC Contractor and Subcontractors with respect to HSSE.
Qualifications and Experience
  • A bachelors degree in safety, health, environmental, technical, scientific, or related engineering or equivalent from an accredited university.
  • Relevant experience in the Oil & Gas or Petrochemical industry.
  • Shall have experience in preparing Health, Safety, Environmental Impact (HSEIA) reports and be fully conversant in QRA development.
