Job summary

Confidential College is seeking an HSE Engineer to develop, implement and improve Health, Safety and Environment management systems across all campus operations in Abu Dhabi. Responsibilities

• Develop, implement and maintain HSE policies, procedures and manuals across College activities.
• Conduct risk assessments, facility inspections and HSE audits to identify hazards and controls.
• Monitor compliance with occupational health, safety, environmental and fire safety requirements; advise on corrective actions.
• Investigate accidents, near misses and unsafe conditions; report findings and actions.
• Develop and test emergency response, business continuity and evacuation procedures; coordinate drills.
• Liaise with Civil Defense, environmental agencies and authorities on HSE compliance.
• Deliver HSE inductions, awareness campaigns, training sessions and toolbox talks.
• Inspect laboratories and hazardous materials areas for safety compliance.
• Review contractors' HSE plans and monitor activities to ensure College standards.
• Oversee safe storage, handling, transport and disposal of hazardous substances.
• Inspect HSE and emergency equipment; coordinate maintenance and testing.
• Maintain accurate HSE records, permits, incident logs and audit findings.
• Prepare periodic HSE performance reports and recommendations for management.
• Support environmental sustainability initiatives (waste, energy, recycling).
• Support internal and external audits and maintenance of ISO 45001/ISO 14001 systems.
• Promote a positive safety culture with professional HSE guidance to staff and students.

Job description

To develop, implement, monitor and continuously improve the College's Health, Safety and Environment (HSE) management systems and programs. The HSE Engineer is responsible for promoting a safe, healthy and environmentally sustainable learning and working environment for students, faculty, staff, contractors and visitors. The role ensures compliance with applicable UAE legislation, regulatory requirements and international best practices relating to occupational health, safety, environmental management, emergency preparedness and sustainability initiatives. The HSE Engineer supports the College's commitment to operational excellence by ensuring effective risk management, regulatory compliance, emergency preparedness and environmental stewardship across all academic, administrative and campus operations.

Specific Accountabilities:

• Develop, implement and maintain Health, Safety and Environment policies, procedures, manuals and operational guidelines to ensure compliance with applicable legislation, regulatory requirements and recognized standards across all College activities.
• Conduct regular risk assessments, workplace inspections and HSE audits of College facilities, including classrooms, laboratories, offices, workshops, student facilities and common areas, to identify hazards and implement appropriate control measures.
• Monitor compliance with occupational health, safety, environmental and fire safety requirements and provide recommendations to management regarding corrective and preventive actions.
• Investigate accidents, incidents, near misses and unsafe conditions; identify root causes; prepare reports; and monitor the implementation of corrective and preventive actions.
• Develop, maintain and test emergency response, business continuity and evacuation procedures and coordinate fire drills and other emergency exercises throughout the College.
• Liaise with Civil Defense, municipalities, environmental agencies, emergency services and other relevant regulatory authorities on matters relating to Health, Safety and Environment compliance.
• Develop and deliver HSE induction programs, awareness campaigns, training sessions and toolbox talks for employees, students, contractors and visitors, as appropriate.
• Conduct regular inspections of laboratories, hazardous materials storage areas and specialized teaching environments to ensure compliance with applicable safety requirements and safe operating practices.
• Review contractors' HSE plans, risk assessments, method statements and permit-to-work requirements and monitor contractor activities on campus to ensure compliance with College standards.
• Coordinate the safe storage, handling, transportation and disposal of hazardous substances and materials in accordance with applicable legislation and College procedures.
• Inspect HSE and emergency equipment and coordinate maintenance, testing, repair and replacement activities to ensure operational readiness.
• Maintain accurate HSE records, permits, incident logs, inspection reports, audit findings, training records and other documentation required for governance, compliance and audit purposes.
• Prepare periodic HSE performance reports, statistical analyses and recommendations for management review and decision-making.
• Support the College's environmental sustainability initiatives, including waste management, recycling programs, energy conservation and environmental awareness activities.
• Support internal and external audits and contribute to the development, implementation and maintenance of HSE management systems aligned with internationally recognized standards, including ISO 45001 and ISO 14001.
• Promote a positive safety culture throughout the College by providing professional HSE advice, guidance and support to faculty, staff and students.
• Monitor developments in health, safety and environmental legislation and best practices and recommend improvements to College policies, procedures and operational practices.
