Qualifications

• Bachelor’s/ Master’s degree in Business Administration.
• Certifications such as PMP, PRINCE2; Program Management Professional (PgMP); Lean Six Sigma Green Belt.
• 14+ years of experience for a Master’s degree; 12+ years for a Bachelor’s degree.

Responsibilities

• Ensure sector projects align with the Authority’s strategic plan and government directions, surface gaps with mitigations.
• Provide strategic advice to the CEO on global opportunities, trends, and risks affecting the project portfolio.
• Analyse strategic gaps and prepare high-level strategic reports for the CEO; propose enhancements to sector policies.
• Lead governance across all projects to ensure compliance with institutional standards.
• Develop sector strategic initiatives for sustainability and growth.
• Supervise sector projects from ideation to delivery including scope, schedule, budget, and benefits realization.
• Monitor program performance and report deviations with recovery actions to the CEO.
• Align operational workstreams through coordination with department managers and project owners.
• Manage relationships with government entities and external partners to unblock delivery.
• Lead operational meetings and prepare briefs, documents, and presentations for the CEO.
• Review budgets and resource utilization; provide financial and technical recommendations.

Roles and Responsibilities:

Strategy

• Ensure sector projects are aligned with the Authority’s strategic plan and Government directions, surface gaps and alignment risks with mitigations.
• Provide strategic advice to the CEO on global opportunities, trends, and corporate risks affecting the project portfolio.
• Analyse strategic gaps and recommend actions that support institutional excellence and long-term targets; prepare high-level strategic reports for the CEO.
• Recommend strategic partnerships, expansion areas, and investment opportunities tied to portfolio objectives.
• Lead CEO-mandated strategic committees and contribute to policy development; propose enhancements to existing sector policies.
• Ensure the governance framework is applied across all projects to secure compliance with institutional standards.
• Develop sector strategic initiatives that ensure sustainability and institutional growth.

Operations

• Supervise all sector projects from ideation to delivery, assuring scope, schedule, budget, quality, and benefits realization.
• Monitor Program/Project performance; report deviations and recovery actions to the CEO.
• Align operational workstreams through direct coordination with department managers and project owners.
• Manage relationships with government/semi-government entities and external partners to unblock delivery.
• Lead operational meetings; ensure CEO readiness with required briefs, documents, and presentations.
• Manage project-related complaints and suggestions with internal entities to timely closure.
• Review operational budgets for projects and associated resource utilization; provide financial and technical recommendations for execution.
• Evaluate human and technical resourcing across sector projects; propose restructuring or targeted support as needed.

Product/Process Improvement

• Analyse performance reports and statistical data to identify challenges and propose actionable solutions.
• Assist in developing the sector-level KPIs and enhance monitoring/measurement systems for transparency and accountability.
• Support the documentation and dissemination of lessons learned to uplift future implementation quality.
• Guide the benchmarking of sector performance against global best practices and lead continuous-improvement initiatives.
• Simplify business processes and implement organizational improvements that enhance efficiency and quality.
• Develop and pilot improved project-management methods that increase flexibility and effectiveness.
• Assist in creating initiatives that strengthen sector efficiency and sustainability; explore opportunities to establish new projects or affiliated entities.
• Promote a culture of innovation and motivate departments to adopt cutting-edge solutions.

Job Qualifications & Requirements

Education

• Bachelor’s/ Master’s degree in Business Administration

Experience

• 12+ years in case of Master’s degree (14+ years in case of Bachelor’s degree)
