Job summary

JLL in Dubai is seeking a Senior Engineering Manager to oversee compliant delivery of all engineering services and drive maintenance, projects, and help-desk activities on site. You will enforce the Playbook and OCP delivery, monitor safety, governance, and regional staff supervision while coordinating cross-country activities.

You will mentor engineers, manage budgets, and deliver innovations for cost reduction and sustainability.

Qualifications

• Essential: Recognised Electrical or Mechanical Engineering qualifications.
• Essential: Leadership and Management skills.
• Desirable: Arabic language proficiency.
• Desirable: Authorized Person (HV / Mechanical / Confined Space).
• Desirable: NEBOSH or equivalent qualification.

Responsibilities

• Ensure contractual compliance with all engineering delivery and govern contract requirements.
• Monitor training to keep engineering personnel compliant.
• Oversee all contract activities, maintenance and projects, including safety oversight.
• Drive cost reduction and sustainability initiatives within the engineering delivery.
• Support budgeting documents for client approvals and provide regional staff coverage as needed.
• Supervise direct reports, subcontractors and partners; provide technical guidance on preventive maintenance and extra works.
• Ensure records are clear and procedures are followed; participate in emergencies and after-hour escalations.
• Plan IST testing activities with local teams and coordinate test windows with internal clients.

Job Summary/Goals:

• To Manage and ensure the Compliant delivery of all Engineering services in line with JLL’s Statement of work and delivery methods.
• To Manage and ensure Playbook and Operational Compliance Program(OCP) delivery and reporting in line with contractual Matrix.
• To manage all aspects of Planned Preventative Maintenance (PPM), Reactive Maintenance, Project Works and Help Desk Calls in accordance with both client and JLL requirements. Take the technical advisor role in small works / minor projects, with monitoring and governance of both aspects.
• To assist and support the Senior Engineering Management in all functions, to ensure HSE and contractual compliance.

Essential Duties and Responsibilities:

• To ensure contractual compliance with all engineering delivery. To be responsible technical delivery and governance of the contract requirements and organisation of the site team’s in order to meet the contractual agreement.
• Where applicable, monitor and ensure all training requirements of the engineering personnel are kept up to date and compliant.
• Oversight of all contract activities, both maintenance and projects and ensure all safety aspects are managed and monitored in accordance with site procedures and requirements.
• Drive and deliver innovative cost reduction or sustainability programs
• Support the team with the preparation of budget documentation from an engineering delivery perspective as required for client approvals.
• Cross regional support associated with staff during peak workloads and/or holiday and sickness cover for the engineering senior management team.
• Staff supervision including all full-time, part-time, sub-contractors and specialist providers.
• Be proactive and provide technical guidance in relation to preventative maintenance and extra works delivery.
• Comply with all procedures and maintain clear & legible records as required.
• Actively participate in emergency out of hour escalations and provide written incident reports as required.
• Develop and sign off detailed planning of the IST Testing activities in conjunction with the local team. Attendance at these events to ensure cohesive delivery.
• Co-ordination of test windows with the internal clients to include documentation control and management – Service Now

In support of the critical environments manager and engineering teams to ensure the following critical activities are up to date and achieved as required.

• Playbook Procedures implemented and validated as required.
• Advise any operational risks are up to date and notified to the regional team.
• Critical Asset tracker updates to ensure these are replaced before they cause critical failures.
• Annual Plant Condition Assessment
• Critical Spares Inventory
• PPM Plan in line with client Critical Site Infrastructure(CSI) matrix
• Oversight of Change Requests – Required for all works on services which may impact critical works.
• Fire Systems testing and recording.
• Close all actions assigned from audits and assurance visits, gap plan produced and tracked.
• Personnel management of direct reports
• Participate in succession planning, development requirements and training as assigned by Regional Engineering Management

Experience :

• Minimum 10 years’ experience in Critical Engineering
• Minimum 5 years’ experience in lead or management role
• Coordination and cooperation with Infrastructure and Fit-Out Projects
• Managing operations across diverse countries and cultures
