AECOM is seeking an experienced Utilities Engineer for a major Roads and Bridges project located in Dubai. The Utilities Engineer will be a key member of AECOM’s construction supervision team for RTA projects in Dubai, focusing on the supervision, coordination, and quality control of wet and dry utilities works. The role involves ensuring that all utility works comply with RTA standards, project specifications, and authority requirements, while maintaining strict safety and quality control on‑site. The Utilities Engineer will coordinate closely with contractors, utility authorities, and the project team to ensure timely and compliant execution of works.

Job Duties
Construction Supervision & Quality Control
  • Supervise and inspect the construction of wet and dry utilities (water, sewerage, stormwater, irrigation, HV/LV cables, street lighting, telecom, and ITS works) to ensure compliance with approved drawings, specifications, and RTA standards.
  • Monitor the contractor’s work for adherence to approved method statements, quality plans, and safety procedures.
  • Review and comment on shop drawings, material submittals, method statements, and as‑built drawings for utilities works.
  • Witness and verify utility testing and commissioning activities, ensuring conformity to standards.
  • Identify and report non‑conformances, ensuring corrective actions are implemented by the contractor.
Coordination & Interface Management
  • Coordinate with RTA, DEWA, Etisalat, DU, and other authorities to secure necessary NOCs, inspections, and approvals.
  • Liaise with the contractor’s supervisory staff to review work sequences, schedules, and conflict resolution measures.
  • Ensure smooth utility diversions, protection works, and tie‑ins to existing networks with minimal disruption to traffic or services.
  • Support the Resident Engineer in managing interface issues between utilities works and other construction activities.
Project Documentation & Reporting
  • Maintain accurate records of inspections, test results, and construction progress related to utilities works.
  • Prepare daily and weekly progress reports highlighting achieved milestones, delays, and any issues requiring attention.
  • Assist in the preparation of punch lists and closeout documentation for utilities works.
  • Monitor and report on the contractor’s manpower, equipment, and resource allocation for utilities works.
Technical & Problem-Solving
  • Provide technical guidance to inspectors and junior engineers regarding utilities installation and testing.
  • Proactively identify potential conflicts in utility corridors and recommend mitigation measures.
  • Support value engineering reviews to optimize utility designs and construction methods.
  • Resolve site issues in coordination with the Resident Engineer and relevant authorities.
Minimum Qualifications
  • Bachelor’s Degree in Civil Engineering or related discipline.
  • Valid UAE Society of Engineers membership preferred.
Experience
  • Minimum 10 years of relevant experience in utility works for major infrastructure projects.
  • Minimum 5 years of experience in Dubai, with proven track record in RTA projects.
  • Prior experience in coordinating with multiple authorities (RTA, DEWA, Etisalat, DU, DM, etc.).
