AECOM in Al Ain, United Arab Emirates seeks an experienced Engineer – Stakeholder Management to lead liaison between project teams and external authorities. You will orchestrate communications with government bodies, utility providers, developers, contractors and asset owners to secure approvals and successful delivery.

With 12–15 years in stakeholder management and a strong background in roads, utilities and major infrastructure projects, you will drive planning, risk mitigation, and reporting

Qualifications

Responsibilities

  • Lead stakeholder management plans and map stakeholders through project lifecycle.
  • Maintain relationships with clients, authorities, developers, and contractors.
  • Coordinate meetings, workshops, and sessions ensuring alignment on timelines.
  • Manage approvals, permits, NOCs, and statutory submissions with authorities.
  • Identify stakeholder risks and develop mitigations and action plans.
  • Coordinate utility diversions, tie-ins, shutdowns, and interfaces.
  • Monitor progress against schedule and report on momentum and delays.
  • Prepare stakeholder reports, trackers, and executive summaries.
  • Document meetings, approvals, and commitments for easy access.

Job Description

We're looking for an experienced and collaborative Engineer – Stakeholder Management to join our team in Al Ain, United Arab Emirates. In this pivotal role, you will serve as the primary liaison between our project teams and external stakeholders, orchestrating seamless communication and coordination across government authorities, utility providers, developers, contractors, and asset owners. Your expertise in stakeholder engagement, combined with your analytical mindset and diplomatic approach, will be instrumental in ensuring timely approvals, permits, and successful project delivery.   • Develop, implement, and continuously refine the project's Stakeholder Management Plan, ensuring comprehensive identification and mapping of all stakeholders throughout the project lifecycle
  • Establish and maintain effective, transparent working relationships with clients, government authorities, utility providers, asset owners, developers, and contractors through proactive engagement and regular communication
  • Coordinate and facilitate stakeholder meetings, technical workshops, and coordination sessions, ensuring all parties remain aligned on project objectives, timelines, and requirements
  • Manage all authority approvals, permits, NOCs, and statutory submissions with meticulous attention to detail, monitoring approval status and proactively following up with relevant authorities
  • Identify, analyze, and mitigate stakeholder‑related risks and interface conflicts that could impact project progress, developing robust action plans and recovery measures
  • Coordinate utility diversions, tie‑ins, shutdowns, and interface activities, ensuring seamless integration between project disciplines and utility providers
  • Monitor stakeholder‑related activities against the project schedule, identifying potential delays and working collaboratively with planning and logistics teams to maintain momentum
  • Prepare comprehensive stakeholder reports, approval trackers, action registers, and executive summaries for project management and client reporting
  • Maintain meticulous records of all meetings, correspondence, approvals, and stakeholder commitments, ensuring transparent documentation and easy accessibility
  • Coordinate stakeholder activities related to testing and commissioning, inspections, asset transfer, and project handover, ensuring all requirements are fulfilled before final delivery
  • Support the successful transfer of assets to operating authorities, demonstrating flexibility and resilience in managing complex handover processes
Qualifications
Required Education:
  • Bachelor's Degree in Civil Engineering, Construction Management, Project Management, Urban Planning, or related discipline
Required Experience:
  • Minimum 12–15 years of professional experience in stakeholder management, authority coordination, or infrastructure project delivery
  • Proven track record coordinating with UAE government authorities, utility providers, developers, and asset owners
  • Substantial background managing roads, utilities, drainage, and major infrastructure projects
  • Demonstrated experience managing authority approvals, NOCs, permits, testing and commissioning, and asset handover processes
Required Skills & Competencies:
  • Exceptional communication, negotiation, and relationship management abilities
  • Strong leadership and coordination skills with capacity to influence diverse stakeholder groups
  • Advanced planning, organizational, and problem‑solving capabilities with meticulous attention to detail
  • Proficiency in stakeholder mapping, interface risk identification, and mitigation planning
  • Demonstrated diplomacy, integrity, and conflict resolution skills
  • Ability to prepare executive-level reports and dashboards
Required Technical Skills & Tools:
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Experience with project management software (Asite, Aconex, or similar platforms)
  • Competency in developing stakeholder trackers, approval matrices, and program documentation
  • In‑depth knowledge of UAE authority procedures, utility coordination practices, and permitting processes
  • Understanding of FIDIC contract frameworks and infrastructure construction methodologies
