Job description
JOB PURPOSE:

Support the Rig Manager in management of the HSE and Asset Integrity systems at an assigned rig site(s). Provide safety and environmental advice to rig personnel. Develop and monitor safety procedures; deliver safety training programs and audit working practices in assigned area, in particular the "Permit to Work" system and all affiliated safe systems of work. Investigate and advise rig management and immediate supervisor on all matters relating to incidents or accidents and to prepare appropriate recommendations to prevent their recurrence in the future.

JOB SPECIFIC ACCOUNTABILITIES:
  • Conducts safety orientation briefing for all incoming and departing personnel. Briefs all arriving personnel of actions required during rig emergencies and ensures their familiarity with their muster station and procedures.
  • Assists in the formulation and development of safety programs on assigned rig or rigs such as hazard identification programs, pinch point audits, DROPS programs, and working at heights plans, ensuring the availability of relevant manuals, hazardous area instructions, safety materials, safety publications, campaigns and technical posters.
  • Brings to the attention of the Supervisor and rig management staff any unsafe working practices and work sites and recommends improvements.
  • Conducts training sessions in safety principles and practices, which include supervising practical exercises. Develops and coordinates orientation programs aimed at promoting accident prevention among personnel, participates in specific emergency drills for personnel on assigned rig or rigs, and informs the Rig Manager of the program effectiveness.
  • Ensures that all life‑saving appliances, safety equipment and facilities are kept in best working condition by assisting in preventive maintenance programs and associated procedures. Carries out regular audits of all safety equipment on board for the purpose of ensuring that the safety equipment is in permanent ready‑to‑use state, sets up efficient record‑keeping systems and equipment, and recommends replacement or repair for faulty equipment.
  • Directs the implementation of the "Permit to Work" system, including preparing permits requested by Operations personnel, ensuring proper measures are taken prior to commencement of work (such as equipment or plant isolation, shutdowns, gas tests, etc.) and ensuring all work areas are safe for required work through visits to work sites during hazardous or potentially difficult work circumstances.
  • Performs standby duties on site during high‑risk potential jobs on assigned rig or rigs. Investigates all incidents and prepares an independent assessment of cause, results and measures to be taken to alleviate future occurrences. Monitors and audits vehicular activity, where applicable, and recommends action to be taken in cases of reported unsafe driving practice.
  • Investigates incidents of environmental pollution, participates in the control of clean‑up operations using available equipment and personnel, and prepares reports on such incidents together with comments and observations and submits the same to Rig Manager.
  • Participates in the Operator's safety and inspection visits as well as all internal/external safety audits, follows up on actions/recommendations taken on the rig or rigs for Operator and ADNOC Drilling safety inspection visits.
  • Participates in the maintenance or re‑charge of specialized equipment such as breathing apparatus sets, eye wash stations and showers, fire extinguishers, etc. and ensures correct completion of work and correct re‑distribution of sets to work site as per set safety and fire plans.
  • Ensures, through regular internal audits and inspections, that adequate stocks of safety and emergency equipment and protective clothing are available at all times and recommends as necessary to his immediate supervisor. Follows up to replace defective or worn clothing and equipment by recommending supply as necessary.
  • Carries out other similar or related duties such as carrying out various scheduled drills on assigned locations (fire drills, drills on the use of breathing apparatus, H₂S drill, evacuation drills, man‑over‑board drills, etc.), spot auditing and inspection of work activities in assigned area; maintaining an awareness of developments in his field; carrying out special studies on safety matters; following up on safety training or recommending specialized training requirements for rig or rigs personnel; relieving the Officer (Health and Administration) during periods of his absence for whatever reason, including attending to the helicopters, communicating with supply vessels, maintaining statutory inspection and the like.
  • Updates training records of rig‑based employees, and liaises with Health and Administration and Human Resources on course attendance of rig staff and accordingly informs the Rig Manager of their training status.
  • To be in charge of Near Miss programme (prepare statistics, analyse and communicate the same to his supervisor or as directed on a daily/regular basis).
  • To be in charge of reporting Pro‑active Integrity Reports (PAIRs) and Asset Integrity incidents within the SAP system.
  • Custodianship of the filing system that will include and shall not be limited to PTW system, JSA, BSA, risk assessment, lifesaving appliances audits and inspections, drills, weekly safety meetings, lifting equipment and the likes.
  • Submits to head office the weekly and monthly reports or as deemed necessary through his supervisor.
  • Shares in KPI data collection programs by submitting timely feedback to the head office focal points.
  • Administers on the rig site the relevant EMS documentation (document and record keeping with the exception of the chains of custody).
  • Conducts site‑specific environmental management inductions and training.
  • Conducts scheduled environmental management inspections.
  • Provides environmental management advice to site personnel.
  • Complies with all UAE, ADNOC, ADNOC Drilling and client Asset Integrity Management codes of practice.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification:

B.Sc. in Petroleum, Mechanical, Electrical, Chemical or any other relevant science discipline.

Minimum Experience & Knowledge & Skills:
  • 6 years' varied experience in HSE, including at least 3 continuous years within an oil/gas industry environment.
  • Fluency in spoken and written English.
  • Proficient use of radio & telecommunications equipment.
  • Computer literate.
