Job summary

CC7 Global Engineering Solutions | CC7 Emirates Engineering Solutions seeks an experienced Emiratization Manager to lead our national workforce agenda within an EPC/engineering setting. You will develop and implement Emiratization strategies aligned with regulatory requirements and project workforce needs.

Qualifications

• Bachelor's degree in HR, Business Administration or related discipline.
• 7+ years' HR or Emiratization experience, including leadership roles.
• Experience in an EPC, engineering, construction, energy, oil & gas or industrial organization preferred.
• Strong understanding of UAE labor-market practices, Emiratization requirements and Nafis processes.
• Demonstrated UAE National recruitment, talent development and retention experience.
• Strong stakeholder-management, reporting and analytical capabilities.
• Excellent communication and relationship-building skills.
• Fluency in English and Arabic is highly desirable.

Responsibilities

• Develop and execute the Emiratization strategy, annual workforce plan and hiring roadmap.
• Partner with business leaders, project teams and HR stakeholders to identify UAE Nationals opportunities.
• Manage Emiratization recruitment, onboarding, development, engagement and retention initiatives.
• Build UAE National talent pipelines through universities, career fairs, government entities and professional networks.
• Coordinate with MoHRE, Nafis and other authorities and platforms.
• Monitor Emiratization performance, workforce data and compliance requirements.
• Prepare dashboards and reports for senior management.
• Design graduate, internship, succession and career-development programs for UAE Nationals.
• Work with Learning and Development teams to create structured development plans.
• Promote meaningful employment and career progression across functions.
• Ensure Emiratization practices are ethical and compliant.

The successful candidate will develop and implement Emiratization strategies that support regulatory requirements, project workforce needs and the long-term development of UAE National talent.

Key Responsibilities

• Develop and execute the company's Emiratization strategy, annual workforce plan and hiring roadmap.
• Partner with business leaders, project teams and HR stakeholders to identify suitable skilled and leadership opportunities for UAE Nationals.
• Manage Emiratization recruitment, onboarding, development, engagement and retention initiatives.
• Build sustainable UAE National talent pipelines through universities, career fairs, government entities and professional networks.
• Coordinate with MoHRE, Nafis and other relevant authorities and platforms.
• Monitor Emiratization performance, workforce data and compliance requirements.
• Prepare regular dashboards and reports for senior management.
• Design graduate, internship, succession and career-development programs for UAE Nationals.
• Work closely with Learning and Development teams to create structured technical and professional development plans.
• Promote meaningful employment and career progression across engineering, project management, commercial, procurement and corporate functions.
• Ensure Emiratization practices are implemented ethically and in accordance with applicable UAE requirements.

Candidate Profile

• Bachelor's degree in Human Resources, Business Administration or a related discipline.
• Minimum 7 years of relevant HR or Emiratization experience, including experience in a managerial or leadership capacity.
• Previous experience in an EPC, engineering, construction, energy, oil and gas or industrial organization is strongly preferred.
• Strong understanding of UAE labor-market practices, Emiratization requirements and Nafis processes.
Demonstrated experience in UAE National recruitment, talent development and retention.Strong stakeholder-management, reporting and analytical capabilities.Excellent communication and relationship-building skills.Fluency in English and Arabic is highly desirable.
