Set2recruit LTD in the UAE seeks a Director of Treasury and Finance to establish and lead the treasury function, manage fiat/stablecoin liquidity, controls, and reporting, and ensure regulatory capital across cross-border activities. You will report to the CEO with Board access and build the treasury to support rapid, cost-efficient settlements.

The role combines strategic financial planning with hands-on execution, aligning with VARA rules and startup-scale governance while driving

Qualifications

• 10+ years in treasury, finance or financial control with senior leadership in payments, fintech, banking or virtual assets.
• Bachelor's degree in Finance, Accounting, Economics or related discipline.
• Hands-on experience managing stablecoin, virtual asset or digital payment liquidity.

Responsibilities

About The Business

A UAE-based fintech building a blockchain-powered cross-border payments platform for businesses. Using stablecoins and a network of regulated banking, custody and liquidity partners, it moves money across borders faster, at lower cost and with far greater transparency than traditional correspondent banking. Born out of a leading research and technology institution, the business pairs deep cryptographic and research expertise with a startup mindset, and is building its operations to the standards of the UAE's virtual asset regulatory framework.

About The Role

As Director of Treasury and Finance, you will establish and lead the treasury and finance function, managing fiat and stablecoin liquidity, financial controls, reporting and regulatory capital across the company's cross-border payment activities. Reporting to the CEO with direct access to the Board, you will make sure the business meets its virtual asset prudential and financial reporting requirements while enabling fast, cost-efficient settlement across every corridor. This is a hands on leadership role that combines strategic financial planning with day to day treasury execution, in a business where treasury sits at the heart of the product.

What You’ll Be Doing

• Building and leading the treasury and finance function, including Board-approved policies, procedures, controls and delegations of authority
• Managing fiat and stablecoin liquidity across banking, custody, liquidity and payout partners, including prefunding, cash positioning and settlement funding for each corridor
• Defining and executing FX and stablecoin conversion strategy, optimising cost, execution and counterparty exposure with on-ramp, off-ramp and OTC liquidity providers
• Establishing treasury risk management across liquidity, FX, counterparty, de-peg and concentration risk, with clear limits, monitoring and escalation
• Ensuring the business meets VARA prudential requirements, including paid-up capital, net liquid assets, insurance and any reserve or safeguarding obligations
• Overseeing daily treasury reconciliation across bank accounts, wallets and partner ledgers alongside Operations
• Leading budgeting, forecasting, financial planning and unit economics, including corridor-level profitability and pricing support
• Owning financial accounting, management and statutory reporting, corporate tax and VAT compliance, and coordinating external audits
• Preparing regulatory financial returns and supporting the VARA licensing application & ongoing supervision with Legal, Compliance and the MLRO
• Supporting fundraising, investor and Board reporting, and managing existing and new banking, custody and liquidity relationships

Essential

What We’re Looking For

• 10+ years in treasury, finance or financial control, including senior leadership within payments, fintech, banking or virtual assets
• Bachelor's degree in Finance, Accounting, Economics or a related discipline
• Hands-on experience managing stablecoin, virtual asset or digital payment liquidity, including on/off-ramp, OTC execution and custody arrangements
• Strong understanding of cross-border payments, FX, prefunding and settlement models across multiple corridors
• UAE experience, with familiarity with VARA's prudential, capital and financial reporting requirements and CBUAE requirements
• Experience building financial controls, reporting and audit readiness in a startup or regulated scale-up
• Working knowledge of IFRS, UAE corporate tax and VAT
• Strong commercial judgement, analytical, modelling and stakeholder management skills
• Able to meet VARA fit and proper requirements; based in or willing to relocate to the UAE

Desirable

• Professional qualification such as CFA, ACCA, CPA, ACT or equivalent (strongly preferred)
