Construction Manager - Civils and Cut and Cover

Responsibilities
- Oversee construction activities within the site boundaries from inception through completion.
- Monitor progress against the contractor's approved schedule.
- Review the availability of labor, equipment and tools and ensure resources remain at acceptable operating levels.
- Verify compliance with applicable UAE legal requirements and project-specific requirements.
- Undertake site inspections, testing and commissioning activities in accordance with the project management process.
- Ensure contractors obtain the necessary permits before commencing relevant work.
- Support the client in overseeing construction and identifying project risks and opportunities.
- Recommend strategies that can support cost savings and improved project delivery timelines.
- Prepare internal and external project status reports summarizing construction progress for senior management and the client.
- Monitor quality standards, health and safety requirements and regulatory compliance throughout construction execution.
Contract and Risk Management
- Understand contractual requirements and manage construction-related risks.
- Support claim avoidance and address claims from a construction perspective when required.
- Ensure contractual performance conditions are appropriately addressed during construction.
- Apply experience in contract administration, risk management and procurement processes to project delivery.
Contractor and Team Leadership
- Establish priorities and objectives for contractors and monitor their performance.
- Provide ongoing feedback, guidance and direction to support contractors in meeting contractual, legal and project obligations.
- Act as an advisor to subordinate team members to support schedules and resolve technical problems.
- Provide leadership across multidisciplinary construction teams.
- Coordinate construction personnel and day-to-day activities under the role's direction.
- Perform additional project duties assigned by the line manager.
Project Administration
The Construction Manager will oversee project administration during the construction cycle, including technical, financial and client satisfaction considerations. The role is accountable for coordinating and executing relevant planning, design and construction management activities within the assigned scope.
Site Safety and Compliance
The position contributes to the development, implementation and maintenance of the site safety plan. Construction activities must be managed in accordance with applicable health and safety requirements, quality standards, regulatory obligations and project procedures.
Qualifications and Experience
- Bachelor's degree in Civil Engineering, Architecture or a related field.
- Advanced degrees or relevant professional certifications are preferred.
- Minimum 15 years of experience in comparable construction management positions.
- Specific experience with rail design and consultancy projects.
- Proven track record managing large-scale rail construction projects from inception through completion.
- Experience in risk management, contract administration and procurement processes.
