Job summary

ICARDA (International Center for Agricultural Research in the Dry Areas) seeks a Consortium Finance Administration Officer to lead financial planning, budgeting and forecasting for the CGIAR Red Palm Weevil Consortium, with a focus on donor compliance and performance monitoring.

The role reports to the Consortium Program Manager in the UAE and Egypt, requiring 7+ years in project finance, strong IFRS knowledge, and travel about 30% to partner sites and Cairo HQ.

Qualifications

• Bachelor's degree in finance, accounting, business administration, or related field; master's or CPA/ACCA is a strong asset.
• Minimum of 7 years in project finance or grants management, preferably with international development or research organizations.
• Solid knowledge of budgeting, financial analysis, and donor financial reporting.
• Familiarity with IFRS and audit procedures.
• Proficiency in financial systems (ERP) and Excel; Power BI and Unit4 are a plus.

Responsibilities

• Coordinate consortium budgets, forecasting, and financial plans across ICARDA and partners.
• Monitor budget execution and conduct variance analyses to identify bottlenecks and corrective actions.
• Ensure donor requirements compliance and prepare financial reports for governance and donors.
• Develop dashboards and KPIs to support program oversight and management decisions.
• Provide training on budgeting and financial processes to staff and partners.
• Travel to partner sites and Cairo HQ as needed (about 30%).
