The Community Manager is responsible for the overall management, operation, and performance of assigned communities, ensuring high standards of service delivery, community governance, stakeholder engagement, and resident satisfaction. The role serves as the primary point of contact for residents, property owners, Owners Committees (OCs), and key stakeholders, overseeing community operations, complaint resolution, compliance, service charge administration, community initiatives, and contractor performance while ensuring adherence to regulatory requirements and company standards.
Roles, Responsibilities & Duties
- Serve as the primary point of contact for residents, property owners, and Owners Committees.
- Ensure timely acknowledgment, investigation, and resolution of resident and owner inquiries, complaints, and service requests.
- Prepare, review, and distribute community notices, circulars, newsletters, and official communications.
- Foster positive relationships with residents and stakeholders through regular engagement and community initiatives.
- Promote the utilization of digital platforms and community management systems.
Community Operations & Service Delivery
- Manage the day-to-day operations of assigned communities to ensure smooth and efficient service delivery.
- Conduct regular community inspections and site visits to identify operational issues and improvement opportunities.
- Coordinate with Facilities Management, Security, Landscaping, Housekeeping, and other service providers to maintain community standards.
- Monitor contractor performance and ensure compliance with established service level agreements.
- Track and close operational action items arising from inspections, audits, and meetings.
Owners Committee (OC) & Governance Management
- Coordinate and support Owners Committee meetings, Annual General Meetings, and community engagement sessions.
- Prepare meeting agendas, reports, presentations, and supporting documents.
- Maintain accurate records of meeting minutes, resolutions, and action logs.
- Liaise with committee members on operational, financial, and governance matters.
- Facilitate the implementation of approved Owners Committee decisions and initiatives.
- Support the preparation, monitoring, and management of community budgets.
- Review community-related expenditures and service contracts to ensure cost efficiency and value for money.
- Monitor service charge collections and work with relevant departments to address outstanding payments.
- Support budget presentations and financial reporting activities.
- Assist in the evaluation of capital improvement projects and community enhancement initiatives.
Compliance & Regulatory Management
- Ensure compliance with applicable community management regulations, governing documents, policies, and procedures.
- Maintain accurate records of community documentation, permits, licenses, and regulatory submissions.Support audits, inspections, and compliance reviews as required.
- Ensure community rules and regulations are communicated and enforced fairly and consistently.
- Recommend process improvements to enhance operational efficiency and compliance standards.Handle escalated resident and owner complaints professionally and effectively.
- Coordinate with internal departments and external contractors to resolve issues within established timelines.
- Monitor recurring concerns and implement preventive measures where appropriate.
- Track complaint trends and prepare reports on service performance and customer satisfaction.
- Escalate critical matters to senior management when required.
Reporting & Stakeholder Management
- Prepare monthly and periodic reports covering operational performance, community issues, financial matters, compliance status, and ongoing projects.
- Build and maintain strong relationships with residents, property owners, developers, regulatory authorities, contractors, and service providers.
- Represent the organization professionally during meetings, inspections, community events, and stakeholder engagements.
- Support community engagement programs aimed at enhancing resident satisfaction and community well-being.
Qualifications
- Bachelor's Degree in Business Administration, Real Estate, Property Management, Facilities Management, or a related field.
- Professional certification in Community Management, Property Management, or a related discipline is preferred.
- Valid UAE Driving Licence.
Experience & Skills
- Minimum 5-7 years of experience in community management, property management, real estate operations, or a related field.
- Strong understanding of community governance, Owners Committee operations, and stakeholder management.
- Proven experience managing community operations, resident relations, and service delivery.
- Knowledge of service charge administration, budgeting, contract management, and financial reporting.
- Strong understanding of regulatory and compliance requirements within community management.
- Excellent communication, negotiation, and conflict resolution skills.
- Strong report-writing, presentation, and analytical abilities.
- Proficiency in Microsoft Office and community/property management systems.
- Ability to manage multiple communities, priorities, and stakeholders effectively.
