Job summary

Roads and Transport Authority (RTA) in Dubai seeks a senior strategy and external relations leader. The role focuses on expanding international partnerships, coordinating high‑level events, and delivering strategic communications for the DG/Chairman.

You will oversee partnerships, prepare executive briefings, and ensure alignment with RTA priorities in a fast-paced, policy-driven environment. The candidate will manage visits, maintain VIP networks, and drive evidence-based decision support

Qualifications

  • Bachelor’s or Master’s degree in public administration or equivalent.
  • 9+ years of experience (11+ with a bachelor’s) in strategic external relations.
  • Proven ability to develop executive communications, briefings and reports.
  • Experience coordinating international delegations and high‑level events.
  • Strong understanding of protocol, diplomacy, and government engagement.

Responsibilities

  • Organize and manage official international delegations and visits with full protocol compliance.
  • Coordinate with authorities and embassies to secure approvals and logistics for events.
  • Prepare briefing files, bios, agendas, summaries, and talking points for the DG/Chairman.
  • Develop and maintain relationships with international officials and partner organizations.
  • Prepare schedules and post-event analyses to evaluate participation and impact.
  • Oversee planning, execution, and reporting of international activities and events.

Job description

Strategy
  • Implement the Authority’s policies and directions for international partnerships and relationship management in line with the approved communication plan.
  • Strengthen and expand the DG/Chairman’s strategic relationships with internal, local,regional, and international entities, ensuring alignment with the Authority’s strategic objectives and priorities.
  • Contribute to the development and execution of strategic leadership communication plans and content to project a consistent and distinguished leadership narrative.
  • Support strategic external communications and media operations through effective planning,monitoring, scheduling, and analytical reporting of high-level engagements and events.
  • Develop and prepare performance reports aligned with the Authority’s strategic direction to support evidence-based executive decision-making across external relations and partnership activities.
  • Manage the partnership category at RTA (International Partners) and evaluate partnership performance and value realization.
  • Identify and develop new initiatives for the department in line with the Authority’s strategic priorities and international engagement objectives.
  • Analyze and monitor International MoUs with RTA, develop annual action plans, and coordinate with concerned agencies and sectors to ensure effective implementation.
  • Determine the information and communication needs of international partners and establish suitable means to meet those needs efficiently.
  • Participate in the development of the section’s annual plan and core business initiatives,ensuring alignment with the overall RTA strategic framework.
  • Assist in preparing executive reports, presentations, speeches, and talking points for the DG/Chairman, ensuring strategic alignment and quality of content.
  • Prepare and propose policies, processes, and frameworks for developing and managingrelationships with international stakeholders and partners.
Operations
  • Organize and manage official international delegations and visits at the Authority level,ensuring full compliance with protocol standards and procedures.
  • Coordinate with local and federal authorities, embassies, and consulates to secure necessary approvals and manage logistics for official events and delegations.
  • Identify, classify, and prepare partnership agreements with international entities while maintaining and regularly updating partner and agreement databases.
  • Plan, organize, and oversee special events and visits for the DG/Chairman, ensuring accurate agenda development, briefing materials, and seamless execution.
  • Manage the Authority’s memberships in international organizations and associations, monitor participation outcomes, and ensure alignment with institutional objectives.
  • Coordinate Authority-wide external participations in conferences, forums, field visits, and project follow-ups, and obtain necessary approvals to host international events.
  • Collaborate with the Dubai Protocol and Hospitality Department to ensure full compliance with official protocol standards and provide a distinguished guest experience.
  • Prepare comprehensive briefing files for DG/Chairman meetings with international delegations, including bios, agendas, summaries, talking points, and seating plans.
  • Develop and maintain effective working relationships with international officials, government representatives, and partner organizations.
  • Prepare schedules, reports, and analyses of planned events to define the level of DG/Chairman participation and ensure proactive involvement in key events.
  • Manage and evaluate international participation plans, delegation visit requests, and event hosting proposals, ensuring alignment with strategic objectives and operational readiness.
  • Manage communications with international partners and government entities to ensure continuity and effectiveness of relations.
  • Develop and maintain a VIP list of key government officials and private-sector leaders relevant to RTA’s international activities.
  • Prepare concise summary reports and post-event evaluations for all international activities and participations.
  • Oversee and coordinate the planning, execution, and post-event reporting of the Dubai International Project Management Forum (DIPMF) and related initiatives.
  • Perform additional responsibilities associated with the position, as assigned, to support the Authority’s international relations and leadership objectives.

Education
  • Bachelor’s/ master’s degree in public administration
