Job summary

ENOC seeks an Asset Integrity Engineer for HTL operations to drive the development and implementation of the Asset Integrity Management System across HTL terminals, including overseas sites. You will support the Asset Integrity Manager, establish technical standards, and lead maintenance governance and inspections.

The role requires a degree in engineering with 5 years post-graduate Oil & Gas experience (or a Diploma with 10 years) and strong English communication.

Qualifications

  • A degree in a related Engineering discipline with 5 years post graduate work experience in Oil and Gas, Terminals, and related industry; or A diploma in a related Engineering discipline with a minimum 10 year work experience in Oil and Gas, Terminals and related industry at a Supervisory level.

Responsibilities

  • Support and Governance for Asset Integrity Management.
  • Conduct terminal support visits and provide guidance on best practices.
  • Produce visit reports with recommendations and deadlines; monitor implementation.
  • Review and conduct audits at Terminals (including overseas).
  • Monitor KPI's for terminal performance and conduct on-site observations.
  • Provide input to project design documentation from feasibility to commissioning.
  • Act as Subject Matter Expert and Technical Authority to support assets.
  • Develop and implement predictive maintenance regimes and RBI/RCM at terminals.

Job Purpose

To support the development of the HTL Asset Integrity Management System. To assist the Asset Integrity Manager in the development and implementation of Asset Integrity Management initiatives ensuring that HTL performs effectively and efficiently throughout the terminal’s assets lifecycle, from design, to maintenance and decommissioning. To develop and implement the HTL standards providing training and governance as required.

Principal Accountabilities

Reports to HTL Asset Integrity Manager within HTL Operations department and will support for the following in the development and management of the Asset Integrity Management System across local and overseas Terminals.

  • Support and Governance
  • Conduct terminal support visits identifying areas of improvements and offering good guidance against best practices and knowledge of the subject
  • Produce visits reports and recommendation with target deadlines, monitor the implementation of recommendations
  • Review and conduct audits at Terminals (inc. overseas)
  • Monitor and track KPI\'s for terminal performance
  • Conduct Process Observation rounds on site at Terminals (inc. overseas)
  • Produce information for the monthly management reports
  • Providing technical input to project design documentation from feasibility to commissioning
  • Provide technical support for new systems or standards
  • Act as Subject Matter Expert and Technical Authority to support assets
  • Technical Standards
  • Develop new technical standards/guidance documents for the terminals as required
  • Endorse gap analysis for terminals and manage the closure process until full compliance
  • Support terminals in the action plans against the identified gaps
  • Terminal blueprinting development with standardization of assets
  • Provide input to major repair and new construction of tanks and pipelines and with due diligence to support further integrity efforts
  • Maintenance Regime
  • Develop and sustain MMS across HTL terminals working with each asset to ensure a consistent and HTL compliant system is utilized
  • 1m lamentation of SAP Maintenance modules across HTL Terminals inc oversease
Additional Principal Accountabilities
  • Development and implementation of predictive maintenance regime across all HTL Terminals
  • Development and implementation of RBI and RCM at terminals
  • Maintain and develop the critical asset register for Terminals
  • Aging plant and asset life extension plans Obsolescence planning
  • Evaluation of automation system packages to support maintenance
Competency

Assist in the development and implementation of the competence assurance system. Act as the Competent Image Person within the Competency Assurance Framework. Act as Assessor and Verifier under the Competency Assurance Framework. Organisation of Annual Technical and Maintenance Manager Meetings. Development of syllabus for the competency assurance program for technicians. Developing and scheduling training programs for Technical and Maintenance Managers.

EHSSQ

Conduct Safety Observation Rounds on site at the terminals (inc. overseas). Incident/accident investigation lead/support. Involvement in hazops and design reviews. Support all Terminals in their Energy and Resource Management business plans and implementation.

Financial and Procurement

Capex planning for the terminals sustainability, improving and expansion. Provide input into the annual corporate budgets. Development of Scoping documents, bid preparation and review.

Experience

Education and Experience

A degree in a related Engineering discipline with 5 years post graduate work experience in Oil and Gas, Terminals, and related industry; or A diploma in a related Engineering discipline with a minimum 10 year work experience in Oil and Gas, Terminals and related industry at a Supervisory level. A very strong maintenance/asset integrity background. Experience in management of consultants. Good organizational and leadership qualities of Good verbal and written communication skills in English. Good computer skills and conversant in report generation.
