The role ensures that all airspace users and Air Navigation Service Providers (ANSPs) adhere to the requirements of Law No. (11) of 2020, Law No. (7) of 2015, and Law No. (4) of 2020, thereby safeguarding the safety, security, and integrity of Dubai’s civil airspace.
This position plays a vital role in maintaining regulatory discipline, supporting airspace‑risk mitigation, and ensuring that operational activities remain aligned with national and local aviation‑safety requirements.
Key Responsibilities/Duties:
- Regulatory Approval Processing for Airspace Operations Review and process regulatory approvals for ANSPs, airspace users, and operational entities.
- Compliance with Aviation Safety Legislation Ensure compliance with Law No. (11) of 2020 – Dubai Civil Aviation Authority, Law No. (7) of 2015 – Airspace Security & Safety, and Law No. (4) of 2020 – Regulation of Unmanned Aircraft.
- Verification of Licensing & Operational Requirements Verify that operational activities meet licensing, performance, and quality requirements.
- Security Approval Coordination for Aviation Personnel Support the issuance and renewal of security approvals for pilots and trainees in coordination with relevant security agencies.
- Monitoring of Airspace Related Operational Activities Monitor operational activities affecting Dubai’s airspace to ensure adherence to regulatory requirements.
- Detection & Escalation of Regulatory Violations Identify potential violations, deviations, or non-compliant activities and escalation them for enforcement actions.
- Documentation of Airspace Breaches & Non-Compliance Support the detection and documentation of airspace breaches, unauthorized operations, or technical non‑compliance.
- Investigation Support for Airspace Deviations & Safety Reports Support investigations of airspace deviations, operational anomalies, and safety‑related reports.
- Regulatory Records & Compliance Database Management Maintain regulatory records, compliance logs, and approval databases.
- Compliance Reporting & Regulatory Assessments Prepare compliance summaries, incident reports, and regulatory assessments for management review.
- Stakeholder Coordination for Regulatory Compliance Coordinate with ANSPs, airlines, and operational entities to clarify regulatory requirements and ensure compliance.
- Security Liaison with Government Authorities Liaise with security agencies regarding approvals, renewals, and background check requirements.
- Support for Federal & International Aviation Inspections Support federal and international inspections conducted by GCAA and ICAO.
- Development of Regulatory Procedures & Guidance Materials Contribute to the development of regulatory procedures, compliance checklists, and guidance materials.
- Regulatory Framework Enhancement Support Provide feedback to support the enhancement of Dubai’s airspace regulatory framework.
- Professional Development in Airspace Regulations Participate in training programs to maintain up‑to‑date knowledge of airspace regulations and safety practices.
- Airspace Inspections & Audit Activities Conduct ad hoc and scheduled inspections and audits on activities affecting airspace, prepare reports, recommend corrective actions for findings, and follow up on implementation deadlines.
- Other Duties: Performs other job-related duties as assigned by the Executive Director or Director .
Qualifications
Academic Qualifications:
- Bachelor’s degree in aviation management, Airspace Regulation, Aeronautical Studies or related field.
- Master’s degree in aviation management, Airspace Regulation, Aeronautical Studies or a related field is considered an advantage.
Certifications
- Airspace Compliance Training
- Safety Management Systems (SMS) Awareness Certification
- Regulatory Compliance or Audit Certification (ISO 19011) (advantage)
- UAS Regulatory Training (advantage)
Professional Experience
- Minimum 8 years of relevant experience in aviation compliance, airspace regulation, or ANS‑related oversight role with a bachelor’s degree; or 6 years of relevant experience with a master’s degree.
- Experience in processing approvals, conducting compliance reviews, or supporting regulatory enforcement is an advantage.
