To ensure regulatory compliance for all aviation operations conducted within the Emirate of Dubai, including aerial events, UAS operations, pyrotechnics, laser shows, balloon launches, and temporary airspace activities. The role is responsible for processing aviation‑safety permits, verifying compliance with Executive Council Resolution No. (4) of 2017, supporting enforcement actions, and maintaining accurate operational‑safety records.

To ensure regulatory compliance for all aviation operations conducted within the Emirate of Dubai, including aerial events, UAS operations, pyrotechnics, laser shows, balloon launches, and temporary airspace activities. The role is responsible for processing aviation‑safety permits, verifying compliance with Executive Council Resolution No. (4) of 2017, supporting enforcement actions, and maintaining accurate operational‑safety records.
This position plays a vital role in safeguarding airspace integrity, ensuring adherence to aviation‑safety legislation, and supporting the Authority’s operational‑safety governance through accurate documentation, regulatory checks, and stakeholder coordination.
Key Responsibilities/Duties
- Aviation Safety Permit Review and Processing Review and process aviation safety permits for aerial events, UAS operations, pyrotechnics, laser shows, and balloon launches.
- Compliance with Aviation Legislation and Executive Council Resolution Ensure compliance with Executive Council Resolution No. (4) of 2017 and relevant aviation safety legislation.
- Operator Technical and Safety Verification Verify that operators meet all technical, operational, and safety performance requirements before permit issuance.
- Validation of Safety and Operational Documentation Validate safety plans, risk assessment forms, and operational documentation submitted by operators.
- Approval and NOC Compliance Assurance Ensure all required approvals, NOCs, and supporting documents are complete and compliant.
- Regulatory Record Management Maintain accurate and up to date regulatory records.
- Monitoring of Approved Operational Activities Monitor operational activities to ensure adherence to approved safety conditions.
- Non-Compliance Identification and Escalation Identify non compliance cases and elevate them to senior specialists or management.
- Enforcement Support and Evidence Documentation Support enforcement actions by preparing evidence based reports and documentation.
- Incident and Violation Recording Record operational deviations, safety incidents, and regulatory violations.
- Investigation Support and Root Cause Documentation Support preliminary investigations and provide documentation for root cause analysis.
- Operations Room Coordination During Live Events Coordinate with the Operations Room during live events or operational alerts.
- Aviation Database Maintenance and Compliance Tracking Maintain the aviation operations database, including permits, incident reports, and compliance records.
- KPI and Safety Performance Monitoring Update KPIs, performance indicators, and operational safety metrics.
- Data Analytics and Predictive Risk Support Provide data inputs to analytics teams for trend analysis and predictive risk modeling.
- Regulatory Communication and Stakeholder Engagement Communicate regulatory requirements to event organizers, UAV operators, and aviation stakeholders.
- Security Agency Coordination for Sensitive Operations Coordinate with security agencies for approvals related to pilots, trainees, and sensitive operations.
- Federal and International Inspection Support Support federal and international inspections conducted by GCAA, ICAO, and other aviation bodies.
- Regulatory Procedure and Guidance Development Contribute to the development of regulatory procedures, compliance checklists, and guidance materials.
- Community Awareness and Safety Advocacy Participate in community awareness campaigns related to safe use of drones, pyrotechnics, and laser activities.
- Digital Permitting and Workflow Enhancement Support the enhancement of digital permitting systems and operational safety workflows.
- Other Duties: Performs other job‑related duties as assigned by the Executive Director or Director
Qualifications
Academic Qualifications
- Bachelor’s degree in aviation management, Airspace Regulation, Aviation Operations, Aeronautical Studies or related field.
- Master’s degree in Aviation Management, Airspace Regulation, Aviation Operations, Aeronautical Studies or a related field is considered an advantage.
Certifications
- Regulatory Compliance or Audit Certification (ISO 19011).
- Safety Management Systems (SMS) Awareness Certification.
- UAS Regulatory Training (advantage).
- Aviation Permit & Licensing Training (advantage).
- Emergency Response & Incident Reporting Training (advantage).
Professional Experience
- Minimum 8 years of relevant experience in aviation compliance, permitting, or regulatory operations roles with a bachelor’s degree; or 6 years of relevant experience with a master’s degree.
- Experience processing aviation‑safety permits and approvals.
- Experience maintaining operational‑safety databases and compliance records.
- Experience coordinating with security agencies, event organizers, and aviation stakeholders.
- Experience supporting regulatory enforcement or safety investigations is preferred.
