Infratec Consulting is a specialist Infrastructure Asset Management firm delivering end-to-end solutions across water, sanitation, roads, and electrical infrastructure.

We compile GRAP asset registers, perform valuations and condition assessments, and prepare comprehensive Asset Management Plans (AMPs) in line with NIAMMS, CIDMS, and GIAMA frameworks.

We are seeking a Civil Engineer with proven infrastructure asset management experience to join our technical team and support the development of robust, audit-ready asset registers and strategic asset management plans.

Role Purpose

The Civil Engineer – Infrastructure Asset Management will take technical responsibility for asset verification, valuation modelling, and development of Asset Management Plans (AMPs).

The role integrates engineering, GIS, and finance disciplines to ensure that municipal and public-sector infrastructure data is complete, auditable, and supports long-term maintenance and investment planning.

Key Responsibilities

  • Lead and manage asset verification and condition assessment teams for water, sanitation, and road infrastructure.
  • Perform project unbundling/componentisation and valuation for GRAP-compliant recognition.
  • Develop and maintain Current Replacement Cost (CRC) and Depreciated Replacement Cost (DRC) valuation models.
  • Compile, reconcile, and maintain GRAP 17/21/26-compliant asset registers integrated with financial systems.
  • Develop and update Asset Management Plans (AMPs) aligned to NIAMMS and CIDMS frameworks, covering:

-Levels of Service analysis

-Lifecycle strategies (operation, maintenance, renewal)

-Risk and criticality assessments

Financial forecasting and prioritisation

Conduct spatial reconciliations using GIS/AMS tools (Esri, Archibus, AMS360).

  • Prepare audit packs and supporting documentation for AGSA and internal audit reviews.
  • Support municipalities in infrastructure planning and compliance with MFMA and GIAMA.
  • Apply strict QA/QC controls to ensure data accuracy, consistency, and traceability across all deliverables.
  • Ability to interpret as-built drawings, BOQs, and completion documentation for asset register updates.
  • Advanced Excel modelling for CRC/DRC valuations and reconciliations.
  • Knowledge in GIS system
  • Proven ability to produce AMP chapters and integrate engineering data into long-term planning frameworks.
  • Strong analytical, problem-solving, and report-writing skills.
  • Excellent stakeholder engagement, including interaction with finance, technical, and audit teams.

Qualifications & Experience

  • BEng / BSc / BTech in Civil Engineering (essential).
  • ECSA registration (Pr.Eng or Pr.Tech.Eng) or eligibility within 12 months (advantageous).
  • Minimum 3 years' experience in Infrastructure Asset Management, preferably within the municipal/public sector.
  • Experience in asset verification, valuation (CRC/DRC), unbundling, and AMP development.
  • Familiarity with audit processes.
  • Valid driver's licence and willingness to travel to project sites nationally.

Work Conditions

Hybrid office and site-based role. Extended fieldwork may be required during verification and AMP development phases.

National travel across South Africa is expected.

Key Role

Will be rapidly upskilled to perform designs using the following vendor's suites of engineering software tools:

Autodesk Suite – Roads, earthworks and pipe network modelling using Autodesk Civil3D, and CAD production thereof using AutoCAD, together with document management using Autodesk Construction Cloud

Responsibilities

  • Design of Civil infrastructure using Civil3D (Roads, pipe networks, bulk earthworks etc.);
  • Provide technical input from initial assessment through technical and economic feasibility to design development and construction implementation to project close out
  • Carry out investigations, surveys, design, engineering calculations and preparation of working drawings and estimates
  • Review overall project design and suggest technical and design improvements
  • Assist with the preparation of cost estimates on project designs
  • Detail oriented with strong skills in municipal Infrastructure and roads
  • Ability to work in a team environment and must have excellent verbal and written skills
