Job summary

SEGULA Technologies in Cape Town seeks a Technical Manager to lead design, engineering, and construction of industrial facilities across energy, water, and waste sectors.

The role requires a senior, multidisciplinary engineer with 10+ years in EPC projects, responsible for technical compliance, cost and schedule control, safety, and hands-on delivery from concept to handover.

You will mentor teams, manage interfaces across disciplines, and develop innovative energy recovery solutions.

Qualifications

  • Engineering degree in process, mechanical, electrical, or related field.
  • Minimum 10 years of EPC or industrial project delivery experience.
  • Proven leadership of multidisciplinary teams.
  • Strong knowledge of process, mechanical, electrical, instrumentation, and control interfaces.
  • Experience with project controls, cost, schedule, risk, and HSE.

Responsibilities

  • Lead multidisciplinary engineering teams throughout design, construction, and commissioning.
  • Ensure compliance with safety, quality, and regulatory requirements.
  • Develop execution plans, technical specs, tenders, and subcontractor assessments.
  • Manage man-hour budgets and project cost control.
  • Coordinate interfaces across process, mechanical, electrical, instrumentation, and civil disciplines.
  • Support project handover and close-out activities.

Job description

The Technical Manager will lead the design, engineering, and construction of industrial facilities across key sectors, including energy, water treatment, waste management, and small-scale biomass energy production units.

The role requires a senior multidisciplinary engineering professional with strong industrial project delivery experience, capable of managing projects from concept and feasibility through to detailed design, construction, commissioning, and handover. The Technical Manager will ensure technical compliance, cost and schedule control, project quality, safety performance, and the development of innovative solutions in energy recovery and industrial infrastructure.

Key Responsibilities
Project Leadership – Design and Engineering Phases
  • Lead multidisciplinary engineering teams in the development of technical solutions in line with industry best practices and local regulatory requirements.
  • Take overall responsibility for technical deliverables, ensuring compliance with project objectives in terms of time, cost, quality, safety, and performance.
  • Prepare and review execution plans, technical specifications, tender documentation, commercial evaluations, and subcontractor/vendor technical assessments.
  • Manage engineering man-hour budgets for studies, tenders, site audits, and project management activities.
  • Oversee technical risk assessments, design reviews, value engineering, and constructability reviews.
  • Maintain strong awareness of new technologies, design tools, engineering standards, and market developments in the energy, water, and waste treatment sectors.
Project Leadership – Construction and Commissioning Phases
  • Supervise and coordinate construction teams, including site supervisors, commissioning engineers, and specialist subcontractors.
  • Coordinate multidisciplinary interfaces across process, mechanical, electrical, instrumentation, control systems, civil, and structural disciplines.
  • Ensure construction activities are delivered in accordance with approved designs, contractual requirements, quality standards, and applicable legislation.
  • Ensure strict compliance with health, safety, and environmental requirements throughout all project phases.
  • Support commissioning, performance testing, handover, and close-out activities.
Business and Portfolio Development
  • Support the development of the energy, waste treatment, and water treatment project portfolio.
  • Conduct or supervise energy audits, feasibility studies, and technical assessments, and support the development of projects through to asset implementation.
  • Prepare technical and commercial proposals for engineering studies, project management assignments, industrial tenders, and site audits.
  • Lead technical and commercial clarifications with clients, suppliers, and subcontractors.
  • Represent the project interests in technical and commercial meetings with customers, partners, vendors, and subcontractors.
  • Support invoicing, project cost control, and commercial follow-up.
Mandatory Requirements & Profile
  • Education: Engineering degree, preferably in Process Engineering, Mechanical Engineering, Electrical Engineering, or Project Management.
  • Experience: Minimum 10 years’ experience in EPC, industrial engineering, energy, water treatment, waste treatment, or related infrastructure projects.
  • Leadership: Proven experience leading multidisciplinary engineering and construction projects in an industrial environment.
  • Technical Knowledge: Strong knowledge of process, mechanical, electrical, instrumentation, and control systems interfaces.
  • Project Controls: Solid understanding of project planning, cost control, risk management, HSE requirements, and construction delivery.
  • Commercial Acumen: Demonstrated ability to manage complex projects, coordinate multiple stakeholders, evaluate suppliers, negotiate, and manage project budgets.
  • Software Proficiency: Proficiency with MS Project and Google Workspace.
  • Core Skills: Strong leadership, communication, problem-solving, and decision-making skills.
Key Advantages (Nice-to-Have)
  • Experience in biomass power plants, energy recovery units, hazardous waste treatment, or waste-to-energy projects would be a strong advantage.
  • ECSA registration as a Professional Engineer (Pr.Eng) would be advantageous.
