Job summary

A dynamic energy regulatory organization in Pretoria is seeking a Senior Regulatory Specialist to provide expert technical and strategic support in regulatory policy formulation and implementation. This role requires extensive experience in electricity regulation, market regulation practices, and stakeholder engagement. The ideal candidate will have a Bachelor’s Degree in Engineering, Economics, or Energy Studies, with a strong track record in developing regulatory frameworks and engaging with international regulatory bodies.

Qualifications

Job Specification

Our client is seeking an expert Senior Regulatory Specialist to join their team.

The successful incumbent will be required to provide expert technical, analytical, and strategic support to the Executive Manager in the formulation, implementation, and review of regulatory policies, frameworks, and decisions.

The incumbent will further be required to contribute to enhancing the credibility, effectiveness, and global competitiveness of the company's electricity regulatory practices by applying world‑class methodologies in licensing, tariff setting, market regulation and compliance monitoring.

Qualifications
  • Bachelor's Degree (NQF 7) in Engineering, Economics or Energy Studies as recognized by SAQA.
  • Postgraduate qualification in Engineering, Economics or Energy Studies will be an advantage.
  • A qualification in Regulatory or Energy Economics, Market Regulation, or Project Management will be an added advantage.
  • Minimum of eight years' experience in electricity regulation, energy sector planning, or utility management.
  • Proven experience in developing and implementing regulatory frameworks, tariff methodologies, or market rules.
  • Experience working in or with a regulatory authority, government department, or energy utility.
  • Demonstrated understanding of market liberalisation, competition regulation, and energy transition policies.
  • Track record of engagement with international regulatory bodies or participation in global energy regulatory initiatives is desirable.
  • Deep knowledge of the Electricity Regulation Act and energy policy frameworks.
Key Responsibilities
  • Technical and Regulatory Advisory
    • Provide technical expertise and policy advice to the Executive Manager.
    • Interpret and apply the amended Electricity Regulation Act, associated rules, and regulatory frameworks to ensure compliance and effective implementation.
    • Evaluate international best practices in electricity regulation and adapt applicable models to the South African context.
    • Develop and review regulatory policies, procedures, and rules for licensing, compliance, tariff methodologies, and market regulation.
    • Contribute to drafting regulatory instruments to implement national government policies and the Integrated Resource Plan (IRP).
    • Provide technical input into the development of rules governing the Market Operator, System Operator, and Transmission Entity.
    • Conduct research and comparative analysis on electricity market design, competition, and regulatory mechanisms in global jurisdictions.
    • Provide insights and recommendations for improving efficiency, fairness, and transparency in South Africa's electricity market.
    • Analyse data to inform regulatory decision‑making, performance monitoring, and policy adjustments.
  • Stakeholder Engagement and Representation
    • Participate in meetings, workshops, and conferences at both national and international levels to build collaborative networks with peer regulators and industry stakeholders.
    • Facilitate consultation processes with licensees, government departments, and market participants.
    • Provide professional guidance to industry stakeholders on regulatory requirements and processes.
  • Capacity Building and Knowledge Transfer
    • Contribute to the development of internal regulatory guidelines and training materials.
    • Support institutional learning and knowledge management initiatives.
  • Strategic and Operational Support
    • Support the Executive Manager in planning, monitoring, and evaluating divisional strategic objectives and performance targets.
    • Draft technical reports, briefing notes, and submissions for Executive Committee (EXCO), Electricity Licensing Sub‑Committee (ELS) and the Energy Regulator (ER) consideration.
    • Participate in cross‑functional projects aimed at strengthening regulatory coherence and innovation.
