Job description

The position supports the efficient and effective delivery of human resource activities within the Ministry to assist in the achievement of the Departments strategic objectives and goals.

Key Responsibilities

The position will achieve its purpose through the following:

1. Formulation and review of the Human Resources policies including Occupational, Health and Safety, Disciplinary and Standard Operation Procedures in line with the relevant Civil Services Guideline and legislations;

2. Formulation and review of the Corporate Services Costed Operational Plan, Business Plan, Individual Work Plans, Job Descriptions including for all Departmental positions within the Ministry;

3. Facilitate the process of audit queries including Health and Safety, Workmen’s Compensation, Disciplinary matters and its compliance to standard rules and regulations;

4. Provide quality and timely advice to Management and Staff within on matters relating to Human Resources policies and procedures and ensure grievances, discipline and diminished performance management issues are investigated, recorded and managed confidentially and professionally;

5. Develop, implement, monitor and evaluate Human Resources best practices for Corporate Services in line with Business Improvement and Service Excellence program;

6. Develop and conduct awareness and evaluation on current Corporate Services Business Plan aligning to the Costed Operational Plan of the Ministry, Human Resources policies including Disciplinary and Health and Safety processes in bringing about effectiveness and efficiency. and

7. Actively contribute to all corporate requirements of the Ministry, including planning, budgeting and selection activities when required.

Knowledge & Experience
  1. At least five (5) years’ experience in Human Resources activities;
  2. Working knowledge of the Fiji Constitution, Employment Relations Promulgation and related policies, Civil Service Guidelines and how these functions contribute to the achievement of organization goals;
  3. Ability to provide sound policy advise for quality decision making;
  4. Demonstrated experience in managing and motivating staff at different levels and from different backgrounds and experience.
Skills & Abilities
  1. Demonstrated ability to analyze and solve complex issue.
  2. Demonstrated ability to lead, plan and organize activities, projects and work cooperatively within a team environment
  3. Sound communication, interpersonal and representational skills
  4. Capacity to utilize computer programs to support the operations of complex organization.
  5. Service oriented approach, with a commitment to supporting the operational/ corporate environment of the organization.
Additional Information

Personal Character and Eligibility

Applicants for employment in the Ministry of Public Works, Meteorological Services and Transport must be Fijian Citizens, under Age of sixty (60) in sound health, with a clear police record. The successful applicant will be required to provide a medical certificate and police clearance as a condition of employment.
