Overview
Responsible for supporting the Operations with the Administration of Discretionary Grants (DG) Projects, Budget and Expenditure, Monitoring of the commitments register and financial reporting to ensure adherence to all regulations and statutory requirements.
Responsibilities
- Discretionary Grants Projects Financial administration 40%
- Quality assurances of all payments batches against project expenditure deliverables before submission to finance.
- Record all payment batches on the register.
- Record all queries and send to units to resolve.
- Prepare reports to monitor the implementation of the DG financial targets on a weekly basis.
- Daily update of the commitment register with new contracts immediately on receipt of a duly signed contract and reporting thereof.
- Perform recalculations of all addendums, closure letters and any other adjustments, and update the commitment register.
- Update the commitment register with expenditure incurred.
- Attend meetings with core managers to ensure alignment of the division\'s contract register and the commitment register.
- Present feedback on misalignment and ensure correction.
- Update and maintain the commitments folder on the centralised shared drive which includes recommendations, final allocations, payments, clawbacks and withdrawals (where applicable).
- Internal business processes
- Flag and update any new risks for attention by Project owners.
- Identify compliance gaps and recommend solutions.
Reporting and Compliance

- Contribute to the compilation of relevant reports and feedback mechanisms to evaluate project performance ensuring that good practice and lessons learnt, in terms of Legislative requirements.
- Support the compilation of monthly consolidated Project Commitment reports based on the Management Reports.
- Support the compilation of Monthly/Quarterly/Annual DG Performance reports for submission to OPDR Manager and Core Managers.
- Assist in the coordination of audit requests for internal audit requirements around Commitment with Finance.
Contribute to the quarterly trends report for EEMT feedback.
Stakeholder Engagement and Team Support
15%
- Assist with the Investigation of any concerns raised by stakeholders.
- Support the team in resolving the concerns as required concerning budgets, expenditure and valid contract periods.
- Identify risks and opportunities for recommended improvement and provide feedback as required.
- Support the team to deliver on its objectives on an ongoing basis.
Attend stakeholder engagement as and when required.
General Administration
15%
- File DG documents for Auditor General and Internal Auditors.
- Supply and submit relevant documents required by Internal and external Auditors.
Qualifications and Experience
Minimum Requirements
- Grade 12 or equivalent and:
- NQF 7 Bachelor\'s Degree in Accounting or equivalent.
Preferred Requirement: Professional body registration with SAICA, SAIGA, ACCA, SAIPA or equivalent.
Experience
Minimum Requirements
3 years\' experience in an Accounting environment with signed-off audit articles.
Preferred Requirements
Audit articles in the Seta/Public Sector environment.
