Background
The past decade UNDP’s Hub on LGBTI+ and Key Populations has led multi‑country and regional initiatives in Africa that bring together key populations, LGBTI issues, human rights, law and inclusive governance. The Hub manages these projects under the brand #WeBelongAfrica and consolidates the following portfolio:
- Inclusive Governance Initiative (IGI) – Sweden funded
- Southern Africa Young Key Population Initiative (YKP) – Netherlands funded
- LGBTI Inclusion Index – German funded
- Drug Policy Project – African component of a global project funded by the Open Societies Foundation
The YKP project strengthens capacity of young key population groups to engage in policy dialogue and advocacy related to SRHR with national governments and regional institutions. IGI focuses on capacity development of civil society groups and engagement with institutions, with emphasis on LGBTI groups. The Inclusion Index strengthens data collection and use of LGBTI‑related data in seven countries, including South Africa. The Drug Policy Project supports reforms to drug policy and recognises people who use drugs as a key population in the HIV response.
Terms of Reference
The Programme Analyst supports the LGBTI+ and Key Population Hub team in implementing regional activities related to the Drug Policy Project, the LGBTI Inclusion Index and the Inclusive Governance Initiative, with particular attention to activities in South Africa.
Duties and Responsibilities
- Coordinate project planning and implementation; develop and monitor workplans, budgets and expenditures for drug policy work in Ghana and South Africa, LGBTI+ data work in Namibia, Kenya and South Africa, and UNAIDS related work in UNDP South Africa.
- Manage day‑to‑day activities and overall implementation processes, ensuring project objectives and results are achieved and resources are optimised.
- Provide subject‑matter technical advice and support; ensure outputs are delivered on time, within budget and with high quality.
- Coordinate capacity‑strengthening activities and technical support to South Africa and Ghana country offices on drug policy; to South Africa, Namibia, Kenya and Cote d’Ivoire country offices on LGBTI+ data; and to the South Africa country office on UNDP contribution to UNAIDS work.
- Foster partnerships and collaboration; represent UNDP at relevant meetings convened by UNAIDS South Africa and UNAIDS East & Southern Africa.
- Nurture and manage partnerships with CSOs and governmental agencies, including the South Africa National AIDS Council, to support implementation and reporting of the UBRAF country envelope activities and the Hub on LGBTI+ and Key Populations.
- Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, NGOs, other regional and national stakeholders and beneficiaries, and maintain stakeholder mapping and analysis to identify needs and leverage participation.
- Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives.
- Make recommendations on activities with potential for scale‑up, replicability and synergies; provide technical support to implementing partners and act as a liaison between UNDP and partners.
- Support resource mobilisation and project development; monitor and report progress on implementation and targets.
- Review the results framework and update indicators, baselines and targets of the assigned portfolio.
- Develop clear strategies and an effective system for data collection, verification and information sharing and reporting; monitor implementation and progress in accordance with quality criteria and UNDP rules.
- Identify, analyse and manage emerging issues, problems and risks.
- Conduct field visits to project location sites; liaise with finance and operations colleagues to ensure administrative requirements, budgets and use of financial resources are managed and executed timely and appropriately.
- Prepare corporate, donor and government reports in line with reporting schedule and UNDP and donor requirements; facilitate knowledge and capacity building, sharing and advocacy relevant to the assigned thematic area(s).
- Map and monitor relevant policies, laws and institutional partners; lead national and multi‑country consultations and workshops with stakeholders involved with the judiciary (for drug policy) and national statistics offices (on LGBTI+ data).
- Organise training, workshops and capacity building activities in a consultative manner, involving technical experts and stakeholders from government, private sector, NGOs, donors and academia.
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners; participate in knowledge networks and communities of practice on project related issues.
- Support establishment of knowledge platforms for the project; facilitate innovative mechanisms for dissemination of knowledge from the project and develop knowledge resources and products to share with project partners and support UNDP engagement in this area; promote advocacy on development trends and opportunities to collaborate in coordination with project partners, stakeholders and UNDP communications staff.
- Perform other duties within functional profile as deemed necessary for efficient functioning of the Office and the Organization.
Required Skills and Experience
- Advanced university degree (master's degree or equivalent) in Public Health, Development Studies, Communications, or related fields.
- Or a first‑level university degree (bachelor's degree) in the areas stated above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience including direct engagement with both HIV/key population issues and LGBTI+ rights in Africa.
- Proven track record of knowledge on HIV key population issues and how they relate to broader human rights and public health goals.
- Experience working with stakeholders from governments, regional entities and civil society in the Africa Region.
- Demonstrated experience of organising multi‑country events in Africa.
- Demonstrated experience in relevant public health or human rights research and documentation.
- Familiarity with the UN system, donors, multilateral organisations and NGOs.
- Proven Microsoft Office skills.
Desired Skills
- Experience working within UNDP.
- Specific experience working on drug policy and/or LGBTI issues in Africa.
- Proficiency in using AI tools.
- Advanced proficiency in PowerPoint and project management software.
Language Requirements
Fluency in written and spoken English required.
