Requirements
  • LLB or relevant legal degree
  • 3-5 years relevant experience in legal, contract management and/or debt collection environment
  • Knowledge of local government legislation, policies and delegations as well as the contract management processes
  • MS Office proficiency with Excel, SAP and SharePoint
  • Valid Code EB/B/C driver’s license
Key Performance Areas
  • Assist the Revenue department in being legally compliant with legislation, By-laws and policy and provide legal views prior to approaching City Legal Services
  • Track all new, amended or repealed legislation affecting department operations/services
  • Conduct research to determine policy compliance with national/local legislation, judgments and council By-laws
  • Assist in drafting policies or amendments to policy especially the Credit Control and Debt Collection Policy
  • Handle correspondence and enquiries with a legal element and provide legal advice to Director: Revenue by drafting and furnishing opinions and/or recommendations/motivations and consulting Corporate Legal Services for guidance
  • Ensure disputants are provided with a fair and just process when having disputes heard and provide guidance in line with legislation, court judgments and Council policies when the dispute committee makes its recommendation to the Director: Revenue
  • Assist Revenue by coordinating formulation of specific contracts and tender documents and controlling contractual obligations, by ensuring contractual terms and conditions entered into, agreed to are complied with and specific responsibilities discharged accordingly without any risk to the Council
