About the Role

Our client is seeking a skilled Procurement Tender Manager to lead and manage group‑purchasing contracts across multiple member institutions, primarily universities.

Procurement Officer Role Overview

We are seeking a Procurement Officer with strong end‑to‑end tender management experience. This is a middle management role that requires excellent technical knowledge, attention to detail, and strong interpersonal and communication skills. The ideal candidate should be able to work independently, engage confidently with stakeholders, and demonstrate both leadership and teachability.

Key Responsibilities
  • Tender Preparation & Documentation
  • Collaborate with end‑users to compile tender documentation.
  • Assist in developing specifications, scope of work, pricing templates, and other tender‑specific documents.
  • Tender Finalization & Advertising
  • Finalize tender documents for approval and advertisement in line with organisational requirements.
  • Briefing & Information Sessions
  • Present and facilitate tender briefing sessions with potential bidders.
  • Tender Submission & Evaluation
  • Oversee the secure receipt of tenders at closing.
  • Independently evaluate submissions and prepare evaluation summaries for review by relevant bid committees.
  • Reporting & Committee Engagement
  • Draft detailed evaluation reports.
  • Present findings and recommendations to bid adjudication committees.
  • Stakeholder & Supplier Engagement
  • Where required, engage with tenderers for clarifications and conduct negotiations.
  • Award Process
  • Finalize award recommendations and ensure compliance with governance processes.
Key Competencies & Attributes
  • Strong written and verbal communication skills, including the ability to draft professional reports and deliver presentations confidently.
  • Comfortable engaging directly with Members and other stakeholders, including leading and managing meetings independently.
  • High attention to detail, accuracy, and meticulousness in all work.
  • Confident decision‑maker who can manage complex processes under pressure.
  • Willing to be further developed, adaptable, and open to continuous learning.
Requirements
  • Bachelor's degree in Commerce, Business Management, or equivalent.
  • Minimum 3 years private sector experience in procurement.

  • Ability to work under pressure with a demanding workload.
  • Willingness to travel domestically as required.
