We invite suitably qualified candidates to apply for Procurement Executive position under Procurement department. The position will report the Chief Executive Officer and is based in Dunnotar, Nigel.
Job Purpose
Drive and implement the Procurement strategy and oversee the short, medium and long term planning, ensuring that supplier contract management aligns with business objectives and transformation imperatives. Lead the execution of defined Procurement and Supplier Development obligations as per the project contracts to ensure objectives and budgets are achieved and risks relative to procurement are mitigated. Develop and lead strategic sourcing for the achievement of projects’ objectives.
Strategic Planning and Implementation
- Drive the Gibela Procurement Strategy and operations to achieve results in support of the project milestones in terms of Time, Quality, Cost and Economic Development objectives of Gibela.
- Define and develop commodities strategy with Alstom Sourcing support and Gibela Executive guidelines.
- Define supplier panel in‑line with Procurement strategy, with a focus on preferential procurement, including the on‑boarding of local‑local suppliers, and ensure it is implemented
- Implement reliable local content reporting and monitoring, shared during Procurement Steerco
- Lead the selection of suppliers for projects.
- Manage long term relationships with suppliers for direct and indirect commodities (particularly contract management aspects)
- Negotiate and animate supplier QCD objectives and performance for commodities
- Perform regular supplier performance review (including quality), solve major issues and ensure the achievement of objectives
- Drive supplier negotiations as appropriate
Sourcing Policy and Transformation
- Ensure successful programme management of the development of suppliers to support the manufacturing schedule and ultimately secure the contract by:
- implementing a robust double/multi‑source sourcing strategy, with the support of Supplier Development
- identifying potential suppliers in neighbouring communities to be part of the supply value chain
- on‑boarding of suppliers, providing guidance and facilitating the identification of opportunities beyond Gibela
- ensuring proactive management of suppliers, e.g. clear dashboard, roadmap, audits execution, performance management, claims, etc.
- managing capacity assessment models for suppliers in line with risk assessment and creating contingency plans to address gaps.
- planning and monitoring stress test programs to mitigate risks.
- providing adequate support to Operations for missing parts
- ensuring fairness, competition and ED objectives are achieved for Gibela as per spirit of its commitment with PRASA.
Leadership
- Lead and influence behaviours which result in delivery of quality products and services to the client.
- Monitor team workload and process to arbitration.
- Develop team competencies and ensure implementation of robust succession plans.
- Identify and design an organisation structure to deliver the appropriate results and resourcing.
- Collaborate with the HR function to strengthen an improve employee engagement, talent acquisition and development.
- Instil a culture of compliance to Gibela's Code of Ethics across the procurement value chain.
- Influences Exco team members, through expertise and sapiential authority, together with the ability to hold in balance competing priorities and differing, diverse and conflicting perspectives to collaborate in reaching common ground and driving collective success.
Monitoring and Evaluation
- Apply & support Gibela sourcing rules, process & tools.
- Identify Procurement support needs and propose initiatives to close these gaps.
- Monitor procurement practices to ensure that these support and are aligned to project execution and profitability.
- Apply best practice to enable management of commodity strategies.
- Ensure continuous improvement across the Procurement value chain.
- Perform regular supplier QCD & ED performance, solve major issues and ensure achievement of objectives.
- Participate in industrial continuous improvement.
Project Execution and Profitability
- Provide oversight and guidance to the procurement team in commercial and contractual negotiations during project execution phase.
- Challenge site executive committee member to secure project execution and profitability.
- Track procurement performance in projects and issue action plan in case of deviation.
- Analyse risks and determine and drive appropriate mitigation plan/s
- Formalise and share REX on main issues.
- Ensure PO placed on time.
- Ensure monitoring of budgets for Procurement and Supplier Development.
- Gibela cash/cost saving plan creation and implementation
- Execute Procurement committed savings program
- Oversee the Redesign to Cost / Localisation evolutions by adhering to development milestones agreed at Project level.
- Manage costs within budget with continuous focus on identifying cost saving/reduction without compromising quality or the terms of the contracts with the customer
- Ensure Economic Development strategies are met including achievement of targeted spend with SMEs, QSEs, BWOs and local‑local suppliers.
Operational Excellence and Cash Focus
- Establish policies and related procedures and parameters ensuring alignment to manual document.
- Ensure procurement needs of the business are met balancing and managing exports vs localisation with priority given to sourcing locally and improving the local economy without compromising quality, timelines and cost/profitability.
- Guide supply chain in monitoring and ensuring raw material inventory and OTIF objectives.
- Ensure quality in terms of NCR treatment and improvement and CONQ S1 management.
- Liaise with and provide information to accounting department to aligned on invoice accounting and payable days.
Stakeholder Relationships
- Develop and nurture relationships with internal customers ensuring a comprehensive understanding of their requirements and creating an enabling procurement context environment that enables.
- Ensure internal customers understand and comply with procurement processes.
- Collaborate with Exco members ensuring alignment of strategic objectives.
- Keep the CEO and the Board informed of issues pertaining to procurement, particularly in relation to adverse implications in terms of cost, delivery and supplier issues.
- Maintain relationships with related parties in the broader industry/context of Gibela.
- Meet monthly with Local‑Local Technical Forum to ensure that commitments are being adhered to.
- Develop and maintain strategic relationships with suppliers.
Governance and Risk
- Ensure understanding of and compliance with Gibela's Code of Ethics and company values.
- Create and manage robust risk oversight of the procurement value chain.
- Influence an understanding and appreciation across the organisation of the reasons for compliance at all levels and across all functions in the interests of good governance and to mitigate risks to the business/project.
People Management
- Drive the Gibela human capital agenda through facilitating alignment of deliverables across functions, setting KPAs to drive a customer‑centric performance culture.
- Drive the achievement of transformational objectives and be the change champion for all diversity and culture programs.
- Oversee the management and implementation of a coaching and learning culture, defining the leadership and functional competencies required to drive behaviours and values.
- Review and approve the workforce plan to enable resource and capacity requirements and succession planning.
- Provide leadership in talent management and employee retention interventions to position Gibela as an Employer of Choice.
- Lead and cultivate an employee‑centric culture through a robust communication strategy to enhance employee engagement.
- Bachelor’s Degree in Purchasing or another related commercial field, an MCIPS (Chartered Institute of Procurement & Supply) qualification is also Ideal.
- Minimum 10 Years Procurement and Supply Chain Management, sourcing for projects, operations and quality experience.
- 5+ Years industrial and/or technical sector experience.
Advantageous
- 5+ Year experience of working in and with multi‑national companies and in different business cultures.
- 5+ Years International commodity management experience.
- A valid South African Driver’s License.
