Job Specification

Position Title: PFM Country Coach

Programme: PDIA Approach in Public Financial Management

Duration: 15 October, November working days over the contract period

Location: Remote with in-country visits (2 x 2–3 days) and participation in workshops (virtual and in-person)

The PFM Country Coach will provide tailored support to one country team participating in the programme, ensuring effective application of the Problem-Driven Iterative Adaptation (PDIA) approach to Public Financial Management (PFM) reforms.

The role involves coaching, facilitation, mentoring, and knowledge sharing to strengthen country teams' problem-solving capabilities and reform processes.

Key Responsibilities
  1. Preparatory Work & Online Course (5 weeks)
    Conduct preliminary research on the country context, PFM reform history, and institutional structures.
    Review and provide feedback on team and individual assignments (PDIA theory, PFM challenges, problem construction).
    Present research findings to the CABRI team.
  2. Framing Workshop (In-person)
    Participate in preparatory meetings.
    Facilitate and present at selected sessions.
    Support country team in defining PFM goals, problem analysis, and initial reform steps.
    Provide logistical support when required.
  3. Remote Action-Learning Support (12 days)
    Grade and provide comments on Canvas ILMS assignments.
    Lead biweekly remote check-ins (with agendas and post-session reports).
    Provide one-on-one coaching to team members as needed.
    Attend biweekly coach meetings with CABRI to share team progress, challenges, and insights.
    Contribute to knowledge products (case studies, policy dialogues).
  4. In-Country Visits (2 visits, 2–3 days each)
    Prepare detailed visit programmes and schedules.
    Meet with the team, authorisers, and relevant stakeholders (MDAs, SOEs, Parliament, etc.).
    Conduct progress review meetings with at least 3 hours of engagement per visit.
    Produce in-country check-in reports.
  5. Progress-Review Workshops
    Support team during workshops (1 virtual mid-term, 1 in-person).
    Facilitate selected sessions.
    Document lessons through a reflective blog post (if applicable).
  6. Practice Note Contribution
    Provide written inputs based on coaching notes, progress reviews, and observations for CABRI / ODI Global publication.

Qualifications & Experience
  • Advanced degree in Economics, Social Studies / Policy, Public Administration or related field.
  • Minimum 5 years' experience in Public Financial Management (PFM) and / or health financing within Africa.
  • Strong theoretical knowledge of the PDIA approach (practical application is an advantage).
  • Proven coaching and leadership skills including active listening, mentoring, team building, conflict resolution, and cultural sensitivity.
  • Ability to share insights from prior PFM reform experiences.
  • Strong written, presentation, and facilitation skills.
  • Fluency in English (working proficiency required); French is an added advantage.
