Payroll Manager - Permanent contract, Full-time – From R to

Responsibilities
Mission Purpose: To provide strategic payroll leadership and direction, ensuring the delivery of accurate, compliant, and timely payroll services across the organization.
The Payroll Manager oversees end-to-end payroll operations, ensures compliance with legislation and company policy, provides payroll insights to management, and partners with HR, Finance, and external providers to enhance employee experience and business decision‑making.
Principal Accountabilities:
- Payroll Leadership & Governance: Lead payroll process optimisation, efficiency initiatives, and continuous improvement projects. Ensure payroll policies and procedures are up to date, aligned to legislation, and effectively implemented. Provide expert advice on tax, remuneration structures, and benefits to management. Partner with Finance on payroll reconciliations, costing, and budgetary planning.
- Payroll Operations & Compliance: Oversee the accurate and timely execution of monthly payroll, including bonuses, overtime, PAYE, UIF, Skills Levies, EMP and EMP submissions. Ensure accurate capturing and processing of expatriate salaries and benefits. Implement and monitor legislative changes including Workman’s Compensation, annual payroll audits, and SARS updates. Guarantee accuracy of third‑party payments (pension, provident fund, medical aid, etc.) and reconcile them with payroll deductions. Ensure system compliance, data integrity, and effective controls to safeguard payroll information.
- Employee & Business Support: Address and resolve complex payroll and tax queries raised by employees. Provide mock payslips for offers, promotions, and bonus simulations. Prepare monthly, quarterly, and annual payroll reports to support business decision‑making. Support HR Executive with payroll analytics and provide salary costing for projects or strategic scenarios. Provide and distribute employee leave liability and other workforce‑related reports.
- People Management & Collaboration: Supervise, mentor, and develop the Payroll Administrator. Manage relationships with external service providers (Sage, brokers, banks, SARS). Act as the escalation point for payroll issues within the organization. In the absence of the Payroll Administrator, manage full end‑to‑end payroll processing.

Qualifications
- Education: B.Com HR or equivalent qualification.
- Minimum 5–7 years’ experience in payroll.
- Efficient in Sage People / VIP Premier.
- Fluent in English.
- Strong leadership and decision‑making ability.
- High attention to detail and accuracy.
- Strong communication and stakeholder management skills.
- Strategic thinking and analytical capability.
- Customer service orientation.
- Ability to plan, prioritise and deliver under pressure.
