Position and Engagement

ProSidian Seeks a Oil and Gas (Petroleum) Reservoir Engineer Consultant located in Cape Town South Africa to support an engagement for U.S. Govt. International Technical Assistance Program (ITAP) providing assistance on technical, regulatory, environmental, and financial management for national development on a range of energy and non‑energy resources.

Key Areas of Focus
  • 1) policy, legal, and regulatory reform;
  • 2) technical, operational, and economic analysis;
  • 3) financial mechanisms and market creation;
  • 4) economic management, transparency and fiscal policy;
  • 5) environmental impacts and social and community issues related to resource development.

ProSidian provides technical assistance and training related to four Capacity Challenges :

  • 1) Technical understanding of resources and new extractive technologies / techniques;
  • 2) Financial management of revenues from the sector;
  • 3) Legal best practices for international laws and regulations;
  • 4) Environmental protections for people and environment from sector impacts.
Typical Country Stakeholders

Govt. officials (national, municipal, regional and village levels); Legislators; national, state, and local regulators; communities (inc. vulnerable groups).

Responsibilities
  • Advisory support on national oil, gas, and mining policy, laws, contracting and regulation;
  • Advisory support to increase the institutional and technical capacity in the oil, gas, and mining sectors, and tools of the Govt.;
  • Assist stakeholders in strategies, training, and knowledge management to improve oil, gas, and mining strategic planning and operational oversight;
  • Help stakeholders strengthen economic management, transparency and fiscal policy in the oil, gas, and mining sectors;
  • Help stakeholders strengthen environmental management in the oil, gas, and mining sectors;
  • Active participation and documentation in a COP (Community of Practice) to promote the sharing of best practices and learning.
Qualifications
  • Leadership, communication, government financial management, budgeting, financial modelling, reporting, presentations and at least years performing Federal Govt. management experience on such projects;
  • Ten years of consecutive employment in a position with comparable responsibilities within the past five years;
  • Proficient in Microsoft Office Products (Word, Excel, PowerPoint) and related tools;
  • Ability to use a computer to communicate via email.
Education, Required Skills, and Experience
  • 5‑15 years of experience in Energy, Extractives, and / or Renewables and 5 years of experience in Mining Industry Engineering / Geosciences with an emphasis on unconventional reservoirs;
  • Bachelor degree in Mining Industry Engineering / Geosciences or related discipline;
  • Master’s degree or Ph.D. is desirable, but not required. A Ph.D. may be substituted for 4 years of experience with a Master’s Degree or 6 years’ experience with a Bachelor’s Degree;
  • Training history of appropriate specialised courses and seminars is expected;
  • Technical publications are valued but the in‑depth practical experience is paramount.
Technical Competencies
  • Effective management of multiple scenarios and key driver sensitivities;
  • Experience with economic analysis of Energy, Extractives, and / or Renewables deposits, decline curve analysis, ultimate estimate of recovery discounted cash flow, the rate of return, present value and other Mining Industry Engineering / Geosciences activities concerning drilling, completion, log interpretation and reservoir evaluations;
  • Proven understanding of petroleum reservoir systems including geology and fluid production sufficient to prepare an assessment of risks to economic development and knowledge of both conventional and unconventional completion, drilling, and production operations;
  • Software proficiency in decline curve analysis, rate transient analysis, or full field production modelling with solid data management and visualisation skills.

  • A strong working knowledge of unconventional development, sub‑surface characterisation and field development planning with exceptional leadership skills to influence and drive opportunity integration;
  • Ability to integrate business and technical judgment to network between disciplines and create multiple field development scenarios with a high competency in evaluating and making optimum economic decisions;
  • High competency in managing the mining industry engineering / geosciences and operations of oil & gas operations with knowledge of financial analysis and quantifying risk;
  • Proactive (self‑starter, strong decision skills relying on experience balanced with data and interpretations) and good presentation skills;
  • Results oriented scenario planning experience and good project management skills;
  • Understanding of variables that impact deliverability and overall recovery and working knowledge of operations.
