Job description
Introduction

Our client is looking to appoint a Middle Manager Parliamentary Affairs at their Cape Town office. The purpose of this role is to interact with parliament as a stakeholder, position the organisation and implement strategic stakeholder engagement plans to support the organisation strategic objectives.

Duties & Responsibilities

1. Formulate and implement parliamentary stakeholder engagement strategies and tactical plans by : 1.1 Establishing strategic objectives for stakeholder engagement plans. 1.2 Formulating strategic deliverables within stakeholder engagement plans to support the stakeholder engagement strategies' objectives. 1.3 Researching, developing, evaluating, and / or participating in the development of relevant stakeholder engagement tactics aligned with the organisation strategic objectives. 1.4 Implementing stakeholder engagement and tactical plans. 1.5 Monitoring, evaluating the effectiveness of implemented engagement strategies and plans, identifying and managing the implementation of required changes. 1.6 Liaising with policy makers within parliament during implementation of strategy. 2.

Develop and manage a comprehensive management plan by : 2.1 Determining key stakeholders and their requirements. 2.2 Developing plans for managing stakeholder expectations and concerns. 2.3 Planning and managing all engagements, engagement methods between the organisation and parliamentarians. 2.4 Providing section inputs to the department budget for parliamentary activities. 3.

Manage responses to parliamentary questions by : 3.1 Developing a comprehensive plan for channelling questions between parliament, government departments and the organisation. 3.2 Establishing mechanisms to eliminate delays between government departments and the organisation. 3.3 Establishing an internal channelling process for parliamentary questions to relevant specialists and / or managers. 3.4 Being responsible to coordinate the provision of accurate and timely responses to all parliamentary questions. 3.5 Managing the response regarding parliamentary questions, including requests for the organisation to appear before parliamentary committees. 4.

Monitor and report on parliamentary matters by : 4.1 Determining key role players within the organisation and externally. 4.2 Providing information, research assistance, regular briefings regarding organisational objectives to ensure close working relations with committee chairpersons, members and parliamentary officials. 4.3 Managing the overall parliamentary process and internal and external liaison with members of parliament. 4.4 Managing the process to ensure the Group Chief Executive (GCE) and EXCO members have effective support regarding parliamentary activities. 4.5 Soliciting inputs from subject matter experts regarding matters to be lobbied at parliament. 4.6 Promoting and enhancing communication between parliament and relevant organisational structures. 4.7 Obtaining, analysing and interpreting relevant legislation. 4.8 Identifying and analysing the impact or nature of threats to the organisation. 4.9 Monitoring and reporting on parliamentary matters such as legislation impacting the business. 5.

Establish and maintain constructive and productive relations with relevant parliament stakeholders by : 5.1 Establishing relationships regarding research and development of profiles for parliamentary stakeholders. 5.2 Interacting with key parliamentary role players as a valued partner regarding organisation business objectives. 5.3 Advising and supporting relevant divisional and organisational management regarding parliament and national government stakeholder profiles. 5.4 Developing mitigating strategies for identified stakeholder management risks, opportunities and threats relevant to the business and advising on appropriate actions. 5.5 Participating in stakeholder interventions supporting divisional and organisational initiatives. 5.6 Participating in relevant forums, interventions, influencing and liaising with other divisions and stakeholders. 5.7 Reviewing and / or preparing submissions to relevant parliament stakeholders regarding matters supporting the organisation strategic objectives. 5.8 Maintaining established networks to increase the organisation's confidence regarding parliamentary matters. 6.

Provide a high-level strategic advisory service by : 6.1 Advising executives, providing strategic insights regarding specific stakeholder to engage. 6.2 Communicating analysis of parliamentary reports together with recommendations. 6.3 Monitoring and measuring progress regarding identified matters and re-strategise accordingly. 6.4 Planning, managing, monitoring and evaluating specific activities to deliver desired outputs and outcomes. 7.

Manage resources by : 7.1 Managing human resources as an integrated team, including performance management, development, empowerment and meeting employment equity requirements. 7.2 Accepting accountability for financial plans and budget, managing performance against budget aligned with the Public Finance Management Act and King Report. 7.3 Creating functional relationships between the parliamentary team and the extended media teams across the organisation, with relevant government departments and partners to ensure cross-functional coordination and collaboration. 7.4 Encouraging a motivated and high-performance team.
