Learning & Impact Officer
(Job Reference: 2026-Q3-Learn_Impact-09050)
Organisation Description:
Technovera (Pty) Ltd and Pelebox NPC form a mission-driven South African social enterprise that designs, develops, manufactures, installs and supports inclusive technologies that improve last-mile access to quality healthcare. Our PelePoint smart medicine pickup solution enables patients to collect repeat chronic medication in less than 22 seconds instead of spending hours waiting at public health facilities. More than 2.2 million chronic medicine parcels have been collected through our technology. We work with public-sector, implementation and funding partners across South Africa and the wider region, and our ISO 9001-certified quality management system covers manufacturing, installations, commissioning, maintenance, facilities and software development.
We are looking for a Learning & Impact Officer to help Technovera and Pelebox understand, demonstrate and improve the difference our work makes. The officer will connect field evidence, operational data, patient and partner experience, organisational learning and externally credible reporting.
The role owns the day-to-day impact data cycle: indicator definitions, collection tools, field preparation, data-quality checks, cleaning, basic and intermediate analysis, dashboards, learning products and funder or partner reporting. The officer will also coordinate evaluation activities and specialist research support, ensuring that evidence is generated ethically, documented rigorously and translated into decisions.
The ideal candidate combines analytical discipline with curiosity, clear writing, strong facilitation and the ability to bring teams together around difficult questions. They should be equally comfortable reviewing a dataset, observing work at a clinic, facilitating a reflection session and presenting a concise impact story.
Role Snapshot:

Reports to Managing Director
Key working relationships Leadership Team, Operations, Customer Success, Field Support, Software Development, Finance, research partners, funders and public-sector stakeholders
Employment type Full-Time | 24-month Fixed-Term Contract

What Success Looks Like:
- Impact indicators, definitions, sources and responsibilities are clear and consistently applied.
- Operational and field data are complete, reliable, ethically managed and available when decisions or reports require them.
- The organisation produces credible evidence products that distinguish outputs, outcomes, contribution and claims that still require further research.
- Learning from projects, maintenance, customer feedback and failures is documented and converted into tracked improvement actions.
- Funders, partners and internal teams can understand the organisation's results through accurate, accessible and visually strong reporting.
Duties, Functions and Responsibilities:
Impact Measurement Framework and Indicator Management:
- Maintain and periodically improve the organisation's impact measurement framework, theory of change, results chain and indicator matrix.
- Define indicators, disaggregation, data sources, collection frequency, accountable owners, calculation methods, targets and limitations.
- Maintain an approved data dictionary and codebook so terms such as collection time, utilisation, on-time pickup, satisfaction and service availability are used consistently.
- Distinguish operational performance measures from output, outcome and impact measures and prevent unsupported causal claims.
- Align reporting requirements across organisational priorities, client contracts, funder frameworks and evaluation studies where practicable.
- Review existing data sources before creating new tools, reducing unnecessary collection burden on patients, clinic staff and field teams.
- Maintain indicator change history and ensure revisions do not silently break comparability with earlier reporting periods.
- Support annual and quarterly target setting with evidence, realistic assumptions and clear baselines.
Data Collection, Fieldwork and Ethical Practice:
- Design and maintain practical quantitative and qualitative tools for patient, clinic, partner, maintenance and staff data collection.
- Develop fieldwork plans covering sampling, schedules, team roles, travel, daily targets, materials, consent, escalation and quality assurance.
- Train data collectors and operational colleagues on question intent, neutral administration, informed consent, confidentiality and accurate capture.
- Pilot tools and workflows before full deployment; document changes arising from pilot learning.
- Coordinate field data collection at public-health facilities while minimising disruption and avoiding avoidable influence on normal behaviour.
- Conduct direct observation, interviews, focus groups or structured reflection activities within approved protocols and competence limits.
- Maintain consent, participant information, incident, deviation and fieldwork records in controlled folders.
- Escalate ethical, safeguarding, data-quality or participant-welfare concerns immediately and pause activities where required.
Data Quality, Management and Governance:
- Establish completeness, validity, consistency, timeliness, duplication and outlier checks for incoming data.
- Run daily field checks and scheduled data-cleaning cycles; resolve queries with source teams while the information is still traceable.
- Maintain clean, documented master datasets and preserve immutable raw-source data where appropriate.
- Create reproducible calculation files, logs and version histories so published figures can be traced and checked.
- Manage role-based access, controlled Google Drive folders, backup routines, retention, authorised deletion and secure transfer of impact data.
- Apply POPIA, confidentiality, anonymisation and data-minimisation principles to personal, patient and partner information.
- Maintain data-issue and correction logs and communicate material changes to previously reported figures.
- Coordinate data inputs from operational systems, dashboards, surveys, partner reports and manual registers without creating parallel uncontrolled sources.
Analysis, Dashboards and Evidence Products:
- Conduct descriptive and comparative analysis appropriate to the data, including trends, distributions, disaggregation and basic statistical testing where competent.
- Interpret findings in context, clearly separating what the data show from hypotheses, assumptions and limitations.
- Maintain impact dashboards and collaborate with Software Development on data requirements, validation rules, user stories and reporting features.
- Produce monthly data snapshots, quarterly reviews, project results summaries, case studies and accessible visualisations.
- Prepare high-quality tables, charts and narrative explanations that use consistent denominators, periods, labels and definitions.
- Verify every headline figure against its source before internal or external publication.
- Develop reusable evidence packs for proposals, due diligence, stakeholder presentations and partner engagements.
- Maintain a current evidence library covering relevant health-system, adherence, waiting-time, differentiated-care and digital-health research.
Evaluation and Research Coordination:
- Support the design and implementation of baseline, pre/post, comparison, stepped-wedge or other evaluation approaches selected for organisational studies.
- Coordinate study protocols, work plans, clinic-screening criteria, data requests, field teams, consultants and partner inputs.
- Maintain research questions, assumptions, decision logs, risk registers, deliverables and ethics or permission requirements.
- Work with specialists on sampling, power, analysis plans and methods that exceed the officer's competence, while retaining strong project coordination.
- Assess feasibility and data availability before committing the organisation to study claims or timelines.
- Support literature reviews and evidence syntheses using transparent search, screening and referencing practices.
- Prepare clean datasets, documentation and interpretation notes for specialist analysts and verify outputs against source definitions.
- Track recommendations arising from studies and monitor whether they influence product, operations, customer or strategic decisions.
Organisational Learning and Reflection:
- Design a practical learning rhythm that includes project retrospectives, after-action reviews, post-mortems, quarterly reflections and lessons-learned sessions.
- Facilitate psychologically safe but accountable conversations that surface successes, failures, root causes and unresolved questions.
- Capture lessons during work rather than relying only on end-of-project recollection.
- Convert agreed lessons into specific actions, owners and deadlines and monitor whether changes are implemented and effective.
- Maintain an accessible repository of lessons, case studies, decision records, project close-outs and good practices.
- Identify repeated issues across projects or teams and bring them to leadership with evidence and practical recommendations.
- Support teams to design small tests of change and define how improvement will be measured.
- Protect organisational memory by documenting where evidence, tools, datasets and decision rationales can be found.
Reporting, Communication and Stakeholder Engagement:
- Plan and coordinate internal and external impact reports, including at least two substantial evidence products per year where required.
- Translate technical findings into clear language for team members, public-sector partners, funders, patients and non-technical audiences.
- Present findings honestly, including negative or mixed results, data gaps, uncertainty and limitations.
- Provide verified impact figures, evidence and narratives for grant proposals, reports, awards, communications and business-development materials.
- Coordinate information requests from evaluators, auditors, researchers and funders and maintain a record of what was shared.
- Develop visually strong presentations and briefs in line with organisational branding and documentation standards.
- Represent the organisation at relevant learning, monitoring and evaluation engagements when delegated.
- Build constructive relationships with health-system, research, implementation and funding partners.
General Responsibilities:

Experience & Qualification:
- Bachelor's degree in Monitoring and Evaluation
