To lead, manage, and deliver ICT projects in accordance with the NLC’s Project Management Office (PMO) methodologies and governance frameworks. The role ensures projects are completed on time, within budget, and to the required quality standards, supporting the organisation’s modernisation and digital transformation objectives.
Commensurate with qualifications and experience.
Bachelor’s degree or National Diploma in Information Technology, Project Management, or a related discipline.
ITIL or COBIT 2019 certification (advantageous).
Minimum of 5 years’ ICT project management experience.
At least 3 years in a senior project management or PMO environment.
Proven experience managing project budgets, vendor coordination, and risk control.
Demonstrated successful delivery of large-scale or multi-stream ICT projects (e.g., ERP, Data, Cloud, Cybersecurity initiatives).
Define project scope, objectives, deliverables, schedules, and budgets in alignment with PMO standards.
Develop detailed project plans and secure stakeholder approval.
Ensure alignment with organisational governance prescripts and best practice methodologies.
Manage project execution to meet agreed cost, time, and quality targets.
Monitor progress against project plans and implement corrective actions where required.
Identify, assess, and mitigate project risks; escalated critical issues appropriately.
Track interdependencies across projects and ensure coordinated delivery.
Control and document scope changes through formal change management processes.
Ensure compliance with NLC governance frameworks, PFMA requirements, and relevant legislation.
Prepare and submit timely progress, financial, and risk reports.
Facilitate steering committee meetings and effectively communicate project status to stakeholders.
Manage project budgets, procurement processes, and resource allocation in line with PFMA guidelines.
Monitor expenditure and report variances.
Oversee vendor performance and contract deliverables.
Manage and monitor project team performance.
Ensure deliverables meet agreed standards, specifications, and business requirements.
Conduct post-implementation reviews and capture lessons learned to enhance future project outcomes.
Drive continuous improvement within project delivery processes.
Strong knowledge of relevant legislation and regulatory frameworks.
Deep understanding of PMBOK, PRINCE2, and Agile methodologies.
Sound knowledge of ICT governance (e.g., COBIT APO05/BAI01) and PFMA compliance.
Proficiency in project management tools such as MS Project, Jira, or similar platforms.
Strong budgeting, reporting, and stakeholder communication skills.
