About the Position
To monitor compliance with the ICAO USAP CMA MOU, by ensuring that information is consistently audited, and submitted to ICAO on behalf of the State; this includes but not limited to the following.
Facilitate maintenance and updating of
- Recommendations on Filing of Differences
- Self-assessment of Protocol Questions (PQs)
- State Aviation Security Activity Questionnaire (SASAQ)
- ICAO Compliance Checklist
- Corrective Action Plans (CAPs)
- Information relating to Significant Security Concerns (SSeC)
- Requirements in relation to other State Requirements and Aviation Security Assessments.
- Preparations for ICAO missions
Formal Education Required
Minimum:
- Matric
- ICAO and / or IATA Aviation Security related qualification
- ICAO National Inspectors course
Ideal
- ICAO AVSEC PMC Certificate
- ICAO accreditation / approval as an AVSEC USAP CMA Auditor / Team member will be ideal.
Minimum Experience Required
Inspector in Aviation Security and Facilitation role with a strong knowledge of ICAO Annex 9 and 17; a clear knowledge and understanding of the ICAO USAP CMA Methodology and 5 years experience in the Aviation Security Inspector role in any of the nine USAP Audit areas (LEG, TRG, QCF, OPS, IFS, PAX, CGO, AUI, FAL). A clear knowledge and understanding of the Civil Aviation Act, NASP, and relevant Regulations would be advantageous.
Position Description
- Maintain a high standard of PQ response – Audit the Audit Area responses and associated evidence; verify, upload and maintain PQ responses and associated evidence.
- Maintain a high standard compliance checklist response – Audit the Audit Area responses to ICAO Compliance Checklist (CCs) and verify, upload and maintain CCs responses and associated evidence.
- Maintain a high standard CAP response – Monitor implementation of CAP tasks, review CAP feedback and associated evidence, upload and maintain CAP responses and associated evidence.
- Maintain a high standard SASAQ response – Verify, upload and maintain verified SASAQ responses and associated evidence on ICAO.
- ICAO Compliance Liaison and Oversight – Provide Continuously Monitoring Approach (CMA) assistance and training; participate in civil aviation statutory/consulting bodies; take part in regional assistance technical missions.
- General Administration – Compile ad hoc reports for ICAO Compliance Section; submit monthly activity statistics/reports; ensure proper filing of documents and records.
- Facilitate preparations for external audits by civil aviation regulators.
Other Special Requirements
- The position will require that the incumbent travel both domestically and internationally.
- The position may occasionally require the execution of ad-hoc tasks.
