An exciting opportunity exists for a qualified and experienced IR/HR Officer to join Roadmac Surfacing, a subsidiary of the listed Raubex Group, based in Bloemfontein.
About the Role
This role involves managing both Industrial Relations (IR) and Human Resources (HR) functions, ensuring compliance with South African labour legislation, and supporting the company's HR operations.
Responsibilities
Industrial Relations (IR)
- Chair and manage internal disciplinary enquiries and grievance hearings.
- Prepare and represent the company in CCMA and Bargaining Council cases.
- Advise management on IR policies, disciplinary processes, and labour law compliance.
- Facilitate retrenchment consultations and incapacity investigations in line with legislative requirements.
- Liaise and maintain positive relationships with trade unions, employee representatives, and Bargaining Councils.
- Interpret, enforce, and administer collective agreements and company policies.
- Develop and maintain the Industrial Action Contingency Plan (e.g., strikes).
- Support and train line managers to handle people-related matters effectively and legally.
Human Resources (HR)
- Support HR operations including onboarding, terminations, and employee record management.
- Facilitate bulk HR inductions for new site-based employees.
- Assist in recruitment and selection processes by reviewing CVs, coordinating interviews, and ensuring fair hiring practices.
- Maintain HR documentation and ensure compliance with internal procedures and statutory requirements.
- Support payroll administration and benefits-related queries where required.
Employment Equity & BBBEE
- Ensure compliance with the Employment Equity Act and assist in BBBEE processes.
- Arrange quarterly Employment Equity Committee meetings.
- Assist with the EEA2 and EEE4 report submissions.
- Collect and analyse data for BBBEE and EE audits and reporting.
Additional Responsibilities
- Prepare monthly IR and HR reports for management.
- Provide guidance during Department of Labour inspections (BCEA, OHSA, etc.).
- Contribute to developing and updating HR and IR-related policies, procedures, and guidelines.
- Assist in the development, review, and implementation of labour relations policies and procedures.
- Conduct training sessions for management and staff on labour relations practices, policies, and legal updates.
Qualifications
- Grade 12 (Matric).
- Degree or Diploma in Labour Relations, Industrial Relations, Human Resources, or equivalent qualification.
- Minimum of 3–5 years’ experience in both HR and IR functions, preferably within the construction or unionized environment.
- Strong working knowledge of South African labour legislation (LRA, BCEA, EEA, OHSA) and Bargaining Council agreements (BCCEI advantageous).
- Proven experience handling disciplinary hearings, grievances, and CCMA or Bargaining Council cases.
- Computer literate (MS Office Suite).
- Valid Driver’s License and own transport.
- South African citizen with no criminal record.
