Job description

Location: Maputo | Department: Human Resources | Reports to: Senior Manager: HR

Overall Responsibility

To manage and support the full spectrum of HR functions in Mozambique, including recruitment, employee relations, training and development, compliance, performance management, and HR administration. The role ensures alignment with Mozambican labour legislation and Mediplus standards while supporting employee well-being, organizational culture, and operational efficiency.

Responsibilities
  • Recruitment & Staffing
    • Design and implement recruitment and hiring SOPs.
    • Lead end-to-end recruitment, including job descriptions, interviews, assessments, and offers.
    • Facilitate onboarding for new employees and exit procedures for leavers.
  • Employee Relations & Disciplinaries
    • Lead the development and enforcement of disciplinary and performance SOPs.
    • Manage disciplinary hearings, investigations, and counselling sessions in line with Mozambican labour law.
    • Mediate workplace conflicts and coach managers on conflict resolution and change management.
    • Ensure transparent communication between management and employees.
    • Promote employee well-being through wellness and mental health initiatives.
    • Support the CEO in driving an open, accountable, and performance-driven culture.
  • Training & Development
    • Support implementation of the training management system.
    • Conduct and monitor onboarding and ongoing staff training.
    • Evaluate and report on training effectiveness.
  • Compliance & Policy
    • Ensure compliance with Mozambican labour laws and employment regulations.
    • Draft, implement, and update HR policies and induction manuals.
    • Handle employment disputes and legal compliance issues.
  • Performance Management
    • Work with the Senior HR Manager to design and implement performance appraisal systems.
    • Support managers with performance reviews, feedback, and improvement plans.
    • Monitor KPIs and provide guidance on managing underperformance.
  • HR Administration
    • Maintain HR databases, employee records, and trackers.
    • Generate and submit monthly HR reports, audits, and statistics.
    • Manage attendance systems and provide operational HR reporting.
  • Payroll Management
    • Administer monthly payroll for Mozambique (and support Malawi if required).
    • Ensure compliance with tax, social security, and statutory requirements.
    • Resolve payroll discrepancies and prepare payroll reports.
    • Collaborate with Finance to ensure timely and accurate salary payments.
Requirements & Qualifications
  • Minimum 2-3 years of HR Manager experience and 5-6 years of experience in HR within Mozambique.
  • 2-3 years of experience with employee relations, disciplinaries and conflict management.
  • Bachelor's degree in Human Resources or Industrial Psychology.
  • Strong knowledge of Mozambican labour legislation.
  • Hands‑on experience in payroll administration and compliance.
  • Experience in recruitment, employee relations, compliance, and training management.
  • Presentable and professional appearance.
  • Excellent interpersonal and communication skills.
  • High attention to detail, confidentiality, and accountability.
  • Strong organizational and reporting abilities.
  • Fluent in Portuguese and English.
  • Valid driver's license and willingness to travel.
