Introduction
The HSE Officer will be responsible for implementing, monitoring, and maintaining Health, Safety, and Environmental systems in line with the Mine Health & Safety Act (MHSA), relevant mining regulations, and the mine's internal policies. The successful candidate will ensure full compliance across all mining operations, contractors, and employees on-site. Position based in Upington.
Duties & Responsibilities
Health & Safety Compliance
- Ensure compliance with the MHSA, its regulations, and Codes of Practice specific to chrome mining.
- Conduct regular inspections, audits, and risk assessments across surface and / or underground mining areas.
- Maintain the mine's SHE file, legal appointments, and all statutory documentation.
- Ensure adherence to SOPs, Safe Work Procedures, and operational safety standards.
Risk Management
- Identify hazards, unsafe conditions, and implement corrective actions.
- Facilitate risk assessments (baseline, issue-based, and continuous).
- Monitor critical controls and report deviations.
Incident & Accident Management
- Conduct incident/accident investigations using root-cause analysis methods.
- Ensure timely reporting of incidents to management and DMR (if required).
- Track corrective/preventative actions and ensure closure.
Training & Awareness
- Conduct HSE inductions for employees and contractors.
- Facilitate toolbox talks, safety meetings, and awareness campaigns.
- Promote a strong safety culture and behavioural-based safety practices.
Environmental Compliance
- Monitor environmental impacts and ensure compliance with environmental management plans.
- Conduct inspections on waste management, spill control, dust, noise, and emissions.
- Report environmental deviations and assist with corrective plans.
Emergency Preparedness
- Participate in emergency response planning and drills.
- Ensure emergency equipment inspections and readiness.
- Support emergency response teams where required.
Desired Experience & Qualification
- Grade 12 (Matric).
- National Diploma or Certificate in Health & Safety, Environmental Management, Mining Safety, or Equivalent.
- SAMTRAC / COMSOC 1 & 2 (highly advantageous).
- Legal liability training (advantageous).
Experience
- Minimum 3–5 years' experience as an HSE Officer in the mining industry.
- Must have worked specifically in chrome mining or similar hard-rock environments.
- Strong understanding of MHSA, DMR requirements, and mining regulatory compliance.
- Experience with contractor management and mine site HSE systems.

- Ability to work under pressure and meet regulatory deadlines.
