Job description

The Health and Safety Officer at SP-Wind is responsible for ensuring that all operations—including training delivery, wind turbine supervision, and statutory inspections—are conducted in full compliance with the ISO 45001, South African OHS Act, Construction Regulations, and GWO safety standards. This role is critical in developing, enforcing, and continuously improving HSE systems, conducting risk assessments, leading incident investigations, and supporting emergency response procedures across all SP-Wind activities.

Key Responsibilities
Compliance & Systems Management
  • Develop and implement HSE procedures, policies, and risk management frameworks

  • Ensure compliance with ISO 45001, OHS Act, Construction Regulations, ISO 17020, and GWO requirements

  • Serve as the primary HSE liaison with wind farm clients, contractors, and regulatory bodies

  • Maintain legal compliance documentation and lead internal/external audits

  • Stay up to date with new legislation, standards, and industry best practices

Training Centre Safety Oversight
  • Conduct daily inspections of training areas, equipment, PPE, and emergency systems

  • Verify that instructors conduct safety briefings and follow approved protocols

  • Ensure all GWO training sessions adhere to international safety standards

  • Monitor practical activities (e.g. working at heights, fire awareness) to prevent risks

Site Supervision Safety
  • Conduct pre-site inspections, briefings, and hazard assessments before wind farm access

  • Enforce crane exclusion zones, LOTO procedures, and lifting protocols

  • Monitor SP-Wind supervisors during site work to ensure full compliance with HSE policies

  • Ensure contractors and subcontractors adhere to safety standards and permit systems

  • Respond to on-site incidents and coordinate emergency responses if required

Statutory Inspections Safety
  • Oversee the safe execution of inspections involving chain hoists, fall arrest systems, rescue kits, and lifting gear

  • Ensure inspectors follow proper LOTO procedures and conduct risk assessments before work

  • Verify PPE compliance and equipment certification before and during inspections

  • Document hazards, incidents, and implement corrective measures

Incident Reporting & Investigation
  • Maintain a robust reporting system (Flash Reports, 8D Reports, Near Miss Logs)

  • Investigate all incidents thoroughly and lead root cause analysis

  • Track corrective and preventive actions to close the loop on each incident

Daily HSE Operations
  • Conduct morning safety briefings across departments

  • Perform walk-through inspections at all sites (Training, Supervision, Inspections)

  • Submit daily HSE reports, update risk assessments, and escalate safety trends

  • Maintain accurate and complete records for audits, inspections, and regulatory review

Training & Awareness
  • Conduct toolbox talks, safety refreshers, and emergency drills

  • Promote a proactive culture of safety and open communication

  • Evaluate staff competency on safety topics and support continuous improvement

Requirements
Minimum Qualifications
  • National Diploma or Certificate in Occupational Health & Safety or related field

  • Minimum 2–3 years’ experience in HSE within construction, renewable energy, or technical training environments

  • Familiarity with ISO 45001, ISO 17020, and GWO standards

  • Valid driver’s license and willingness to travel to wind farm sites
