Job summary

A transportation regulatory agency is looking for a senior manager to oversee road transport regulations and stakeholder relations. This role requires extensive experience in the regulatory environment, with a focus on transport economics and law. The ideal candidate will have a degree in a relevant field and strong management skills. The offered salary is approximately R3,000,000 per annum.

Qualifications

  • 10 years experience in a road transport regulatory environment.
  • 5 years experience at senior management level.
  • Interaction with regulatory bodies or boards is a plus.
  • Knowledge of SADC region transport legislation.

Responsibilities

  • Develop and manage regulatory strategy and annual performance plans.
  • Administer end-to-end permit regime processes.
  • Develop cross-border transport regulations.
  • Manage stakeholder relations.
  • Conduct research and knowledge management.
  • Establish financing regulatory model.
  • Manage people and budget.

Job description
Key Performance Areas

The successful candidate will be responsible for the following:

  • develop and manage the implementation of the regulatory strategy and the associated annual performance plans (APP);
  • administration and management of the end‑to‑end permit regime processes;
  • develop cross‑border road transport regulations;
  • stakeholder relations management;
  • research and knowledge management;
  • establish viable and feasible cross‑border road transport business and financing regulatory model;
  • people management and budget management.
Petency Requirements
  • knowledge and application of regulatory models, processes, and procedures;
  • advanced computer skills;
  • stakeholder management;
  • permit/licensing management value‑chain, management process and procedures;
  • ability to translate strategy into operations;
  • discretion in handling confidential information;
  • ethical, attention to detail, integrity and highly confidential.
Formal Qualifications
  • A degree or NQF level 7 qualification in law, transport management, transport economics or related field;
  • Post‑graduate qualification at NQF level 8 in the same fields (level 9 is an added advantage).
Experience
  • 10 years experience in a road transport regulatory environment;
  • 5 years experience at senior management level;
  • interaction with regulatory bodies or boards will be an added advantage;
  • extensive up‑to‑date knowledge of transport‑related legislation, particularly in the SADC region.
