Overview

Department of Agriculture and Rural Development. Position: Asset Management Sub‑Directorate. Reference: REFS/035269. Number of posts: 1. Salary: R896 436.00 per annum.

Qualifications
  • Grade 12 plus NQF level 7 in Supply Chain Management, Financial Management, Public Management/Administration or equivalent commerce qualification.
  • Minimum 3 years junior management experience in Asset Management or Supply Chain Management (Assistant Director level or similar).
  • Knowledge of PFMA, Treasury Regulations, financial and supply chain management systems.
  • Valid driver’s licence.
Responsibilities
  • Manage the sub‑directorate, develop and implement the physical asset management framework and policies.
  • Coordinate asset management activities within the department and maintain the asset register and Asset Management System.
  • Oversee asset reconciliation by ensuring monthly BAS/asset register reconciliations are prepared, discrepancies investigated and addressed through journal entries.
  • Plan and coordinate physical asset verification, arrange necessary logistics and prepare monthly, quarterly and annual reports, including Annual Financial Statements.
  • Identify and record redundant, obsolete and damaged assets, prepare submissions for the Asset Disposal Committee approval, and monitor disposal management procedures.
  • Maintain the inventory register, verify information contained in the register, and perform strategic and annual physical asset management planning.
  • Ensure monitoring of assets through verification (physical condition, functionality, utilisation and financial performance) evaluation and reporting.
  • Allocate assets to holders, review compliance with relevant policy and procedures, and advise departmental staff on asset management matters to promote sound practices.
  • Perform any other duties as assigned by management, manage human resource and related administrative functions, develop and manage the operational plan, and report on progress.
  • Procure and manage assets for the sub‑directorate, plan allocation of work to employees, and ensure quality control of work delivered.
  • Serve on transverse task teams and provide functional technical advice and guidance.
