Job Function

The Customs Specialist serves as the organisation’s subject matter expert on tariff classification, customs valuation, and trade compliance. This senior technical role is responsible for ensuring the accurate HS classification and valuation of goods, interpreting customs legislation, and providing specialist advice to internal and external stakeholders on all tariff-related matters.

The position plays a critical role in optimising duty costs, enhancing the organisation’s compliance posture, and improving supply chain efficiency through strategic guidance, data analysis, and continuous process improvement. The incumbent ensures that the organisation operates within the legal and regulatory frameworks governing international trade, while supporting the business in achieving cost-effective, transparent, and compliant import and export operations.

Key Accountabilities
Tariff Classification & Compliance
  • Perform accurate HS classification for imported / exported goods across Automotive, Consumer, and Industrial sectors.
  • Interpret and apply the South African Customs Tariff, Customs Acts, and Notes.
  • Document classification rationale, including binding rulings and discretionary notes.
  • Monitor and communicate tariff amendments and regulatory changes.
Regulatory & Policy Liaison
  • Interpret Customs Act, VAT implications, trade remedies, and preferential agreements.
  • Liaise with customs authorities for rulings and clarifications.
  • Draft and submit official correspondence to regulatory bodies.
Technical Documentation & Auditing
  • Prepare and validate commodity descriptions and supporting documentation.
  • Lead internal/external audits and implement corrective actions.
  • Develop and maintain SOPs and classification guidelines.
Data Analytics & Process Improvements
  • Analyse classification data to identify trends and cost-saving opportunities.
  • Collaborate with cross-functional teams to improve data accuracy.
  • Drive automation and continuous improvement initiatives.
Customer & Internal Advisory
  • Provide expert guidance to internal teams and external customers.
  • Defend classification decisions with supporting documentation.
  • Conduct training and knowledge-sharing sessions.
Risk Management & Controls
  • Identify and mitigate tariff-related compliance risks.
  • Support audits and regulatory inspections.
  • Maintain a repository of technical files and origin documentation.
Qualifications
  • Diploma or Degree in Customs Administration, International Trade, Law, Economics, Supply Chain, or a related field.
  • Professional certification in trade compliance or customs is advantageous.
Skills and Experience
  • Minimum 7 years of hands‑on experience in tariff classification, customs valuation and compliance.
  • Sector experience in Automotive, Consumer, and/or Industrial products advantageous.
  • Proven expertise in South African Customs Tariff, Customs Act, and Customs Notes.
  • Experience with binding rulings, valuation verifications and regulatory correspondence.
  • Familiarity with preferential trade agreements and rules of origin(s).
  • Proficiency in trade compliance software and ERP systems.
  • HS Nomenclature and General Rules for Interpretation (GRIs).
