CONTRACT MANAGER – TRANSNET CONTRACT
Fidelity Specialized Services (FSS)
Position Overview:

The Contract Manager is responsible for the overall management, coordination, and performance of the Fidelity Specialized Services (FSS) security operations deployed on the Transnet contract. The role ensures full contractual compliance, operational excellence, risk mitigation, stakeholder engagement, and service delivery aligned with Transnet standards and Fidelity policies.

The Contract Manager is the primary point of contact between Transnet representatives and Fidelity management.

Reporting Structure
  • Reports to: National Critical Infrastructure Manager – Fidelity Specialized Services
  • Direct reports: Site Managers, Supervisors, Tactical Commanders, Drone Pilots, K9 Handlers, Control Centre Operators.
Minimum Requirements
  • Grade 12 / Matric.
  • PSIRA Grade A (mandatory).
  • Minimum 5–8 years’ experience in security operations management (rail, critical infrastructure, or high-risk environments advantageous).
  • Valid driver’s licence and ability to travel.
  • Strong knowledge of:
    • Critical infrastructure protection
    • Transnet operational environment (preferred)
    • Tactical deployment and emergency response
    • Risk, intelligence, and incident management
  • Computer literacy (MS Office, reporting systems).
  • Strong leadership, communication, and investigative skills.
Job Description/Key Responsibilities:
Contract Management & Compliance
  • Ensure full adherence to contractual obligations as stipulated in the TRIM SLA.
  • Monitor and enforce compliance with Fidelity policies, Transnet security protocols, and statutory regulations.
  • Conduct periodic contract performance reviews and submit required reports.
  • Manage service deviations and implement corrective action plans.

Operational Management
  • Oversee daily security operations across all Transnet sites allocated under the contract.
  • Ensure adequate manpower deployment, including tactical teams, foot patrols, K9 units, drones, and vehicle patrols where applicable.
  • Conduct operational inspections, parades, shift briefings, and site audits.
  • Ensure effective incident response, escalation processes, and 24/7 command-and-control readiness.
Risk, Incident & Intelligence Management
  • Identify operational risks, crime patterns, and vulnerabilities along Transnet corridors and facilities.
  • Oversee intelligence gathering, threat monitoring, and prevention strategies.
  • Manage critical incidents, derailments, cable theft attempts, and infrastructure tampering cases.
  • Ensure proper reporting (flash reports, incident logs, investigation reports, and weekly performance summaries).
Staff Management
  • Provide leadership to Site Managers, Supervisors, Tactical Commanders, and security personnel.
  • Conduct performance evaluations, coaching, and disciplinary processes.
  • Manage recruitment, training, and certification requirements (firearm competency, polygraphing, tactical readiness, etc.).
  • Promote professional standards, integrity testing, and compliance with company procedures.
Client Relationship & Stakeholder Management
  • Maintain strong relationships with Transnet Security, Operations Managers, Corridor Managers, and other key stakeholders.
  • Attend daily/weekly meetings, debriefs, and operational planning sessions with Transnet.
  • Ensure clear communication channels between Fidelity and the client.
Administration & Reporting
  • Submit accurate deployment schedules, registers, payroll inputs, and timesheets.
  • Maintain asset registers (vehicles, drones, radios, firearms, tactical equipment).
  • Ensure proper record‑keeping for incidents, investigations, and audit trails.
  • Compile monthly management reports and KPI/SLA performance reports for Transnet.
Financial & Budget Control
  • Manage contract budgets, overtime, fuel, vehicle maintenance, and equipment procurement.
  • Prevent cost overruns through effective resource planning.
  • Ensure financial controls, including verifying invoices, claims, and operational expenses.
