Job description

We are seeking an experienced Compliance Site Manager to oversee the construction and operation of our 15MW renewable solar plant in Port Elizabeth. The position will be based at African Pioneer Energy in Port Elizabeth, reporting to the Construction Engineer/Project Manager. The successful candidate will ensure that the Engineering, Procurement, and Construction (EPC) contractor complies with all relevant regulatory requirements, laws, and standards set by Eskom, Nelson Mandela Bay Municipality, South African National Roads Agency (SANRAL), Department of Labour, and other relevant authorities. This role involves frequent travel to project sites.

Key Responsibilities:

  • Compliance Oversight: Ensure the EPC contractor's activities comply with all relevant laws, regulations, and standards, including but not limited to:
    • Eskom's grid connection requirements
    • Nelson Mandela Bay Municipality's bylaws and regulations
    • SANRAL's requirements for road access and usage
    • Department of Labour's health and safety regulations
    • Other relevant authorities' requirements
  • Contract Management: Monitor and enforce the EPC contractor's compliance with the terms and conditions of the contract, including compliance with all applicable laws and regulations.
  • Site Inspections: Conduct regular site inspections to ensure compliance with regulatory requirements and identify potential non-compliances.
  • Reporting and Documentation: Maintain accurate records and submit reports to relevant authorities, African Pioneer Energy, and other stakeholders as required.
  • Stakeholder Engagement: Liaise with relevant authorities, stakeholders, and the EPC contractor to ensure compliance and resolve any issues that may arise.
  • Health and Safety: Ensure the EPC contractor maintains a safe working environment and complies with all health and safety regulations.
  • Environmental Compliance: Ensure the EPC contractor complies with all environmental regulations and requirements.

Experience and Qualifications:

  • Bachelors Degree in Engineering/BTech or similar qualification
  • Qualification in Occupational Health and Safety
  • Minimum 5 years' experience in compliance, construction, or a related field
  • Strong knowledge of solar PV systems and construction methods
  • Experience in managing EPC contractors and ensuring compliance with regulatory requirements
  • Strong knowledge of South African laws and regulations relevant to the renewable energy sector
  • Auditing proficiency
  • OSHA 10 or 30 certification required
