Job summary

PanSALB is seeking a Chief Financial Officer with extensive public sector financial leadership and governance experience to lead planning, budgeting, reporting and financial systems.

The role requires strong strategic thinking, stakeholder management, and integrity to ensure compliance with King IV, PFMA, MFMA, and related regulations. The successful candidate will drive financial governance and performance reporting at PanSALB head office in Pretoria.

Qualifications

  • Minimum a BCom Degree in the Accounting / Financial Management field or equivalent NQF 8 qualification.
  • Qualified Chartered Accountant, CA (SA).
  • A minimum of 10 years relevant financial management experience, with at least 5 years at senior management level within the public sector at CFO level.

Responsibilities

  • Implement Management Accounting processes through planning, coordination and management of the budget and MTEF processes.
  • Manage revenue, expenditure and reporting in line with PFMA.
  • Provide Financial Accounting services and monitor monthly accounting, revenue, banking and financial systems.
  • Lead preparation and management of financial statements, budgets, forecasts and performance reports; manage procurement planning.
  • Oversee Organisational Supply Chain Management services and ensure compliance with governance frameworks.
  • Coordinate Auditor-General processes and monitor audit action plans; ensure statutory disclosures and governance reporting.

Salary Package: R1,554,696 – R1,858,821 per annum


(All-inclusive package, of which a portion can be structured according to the individual’s needs)

Mandatory Requirements: A minimum a BCom Degree in the Accounting / Financial Management field or equivalent NQF 8 qualification in a finance-related field and qualified Chartered Accountant, CA (SA); 10 years relevant financial management experience, of which 5 years must be at a senior management level within the public sector at the CFO level ; experience within a public-funded entity/ government department; Comprehensive understanding of South African tax requirements and King V (with working knowledge of the transition from King IV); Knowledge of Companies Act s28-30 (Accounting Records and Financial Statements); Working knowledge of supply chain management governance including the PPPFA framework; Knowledge and experience of GRAP, PFMA, MFMA, Treasury Regulations and Guidelines; Public Audit Act, Public Service Act and Regulations Knowledge of Government accounting financial statements standards, financial systems, Organisational and Government Structures as well as principles of financial accounting and financial planning, budgeting principles, methodologies.


Duties: Ensure the implementation of Management Accounting processes in PanSALB through the planning, co-ordination and management of the budget and MTEF budget process, the management and monitoring of revenue and expenditure and reporting in line with the PFMA. Ensure the rendering of Financial Accounting Services through the monitoring of monthly accounting services, ensure revenue and banking management; ensure the management of organisational financial systems; and administer salary-related matters. Lead the preparation and management of interim and annual Financial Statements, management accounts, mid-year and annual budgets, forecasts, and financial performance reports, as well as the procurement plan. Ensure the provision of Organisational Supply Chain Management services through the monitoring of SCM demand and acquisition management services. Submit quality reports to governance committees and the board. Ensure mechanisms are in place to prevent and detect unauthorised, irregular, fruitless and wasteful expenditure and losses. Manage the co-ordination of Auditor-General processes, monitoring of Audit action plans, monitoring compliance with employee financial disclosures, conducting business with organs of state, and remunerative work outside the public service. Oversee the Development and implementation of financial management policies. Assist the CEO with the formulation of the strategic plan (SP) and annual performance plan (APP) to set comprehensive goals for performance and sustainable growth. Develop and implement financial and supply chain management strategies aligned to organisational objectives and legislative requirements. Ensure sound financial governance, internal controls, compliance, and risk management across the organisation. Provide strategic financial advice and support to the CEO, Executive Management, Board, and Board Committees. Advise the CEO on all matters that may have adverse financial implications for the organization. Build and maintain effective relationships with the Accounting Authority, the CEO, DSAC, the Auditor-General South Africa, National Treasury, service providers, and other strategic stakeholders. Monitor the operation of the accounting systems, controls, and procedures in order to ensure the integrity of the financial information.
