Job Description
The main function of the position is to build and manage a strong pool of International mobile staff (IMS) from the Southern African region to respond to immediate and future operational, sectional and movement HR needs. This is done by liaising with various operation centres, missions and MSF offices to place IMS in various MSF positions, develop their skills through coaching & mentoring, and recommend available training opportunities to ensure growth and retention. The position entails a balance between the operational and IMS demands to contribute the required quantity and quality.

Roles and Responsibilities
Recruitment
- Follow up yearly targets setting and monthly monitoring with the OCs, cognisant of MSF SnA HR market pool and the field needs.
- In liaison with the Recruitment Manager ensure that the right profiles are recruited. This can be done by analysing operational demands using available tools (vacancy list, direct email demands) and foreseeing future
Placement
- Check the job profile of vacant posts and ensure the candidate meets the requirements of the post.
- Proactively proposes the best candidates to Pool Managers in the OCs for the vacant positions in the field, motivating the candidates and ensuring the availability of the people presented.
- Proposes the mission to the candidate, ensuring that he/she has all the relevant information to consider the mission proposed.
- Work with MSF missions' regional HR development officers to target, select and fast-track Locally Hired staff within the region. This can be done through detachments and/or local deployment of locally hired staff to cover gaps or short emergency missions.
- Organises and updates IMS files (availability, evaluation form, profile sheet, competencies and skills) in the HR database. Shares reference proactively.
- Implements and updates departure statistics files, analysing main trends and needs on demand.
Development/Retention
- Developing career path, ensuring the match between the operational needs in terms of actual/future skills required for the different profiles/pools and the individual development of the IMS.
- Is the reference point for all IMS for issues concerning their professional progress within MSF, maintains regular contact with IMS before, during and after missions and supplies them with adequate support and advice.
- Receives and processes end-of-mission evaluations.
- Prepares briefings and de-briefings in liaison with HR Officer.
- Debriefs IMS returning from a mission, highlighting the skills acquired and those needing improvement, offering advice for future progress.
- Facilitates MSF training placements for selected candidates and keeps IMS informed about available training and retention schemes.
Representation, Awareness Raising And Labour Market Communication
- Organises and hosts experience sharing/info evenings (face to face or online) with returned IMS in their respective home societies.
- Provides information to the web editor for HR website updates.
Operational Familiarity
- Ensures continuous contact with the different mission contexts and is available to travel to the field for short periods.
- Regularly updates his/her knowledge of the different operational projects, through existing platforms and tools.
Management
- Supervision of staff.
- Monitoring, evaluation and reporting.
- Budgeting, monitoring and control.
Qualifications And Requirements
Knowledge and skills:
- People management experience and skills.
- Relevant Medical, non-medical or other university degrees, preferably in social sciences.
- 2 years of MSF field experience is an advantage.
- At least 2 years’ professional experience in management in an international organisation is an added benefit.
- Thorough knowledge of English. Portuguese and/or French is an added advantage.
