Job summary

An education and training authority in South Africa is seeking an experienced professional to provide stakeholder support, promote participation in grant systems, and advise on the implementation of national skills development plans. Ideal candidates should have a National Diploma in HRM, 4+ years of experience in education and training, and strong interpersonal and administrative skills. Qualifications

Job description
KEY PERFORMANCE AREAS
  • 1.1 Provide support to internal and external stakeholders by attending to all queries and complaints.
  • 1.2 Communicate and capacitate stakeholders on new developments in the Post School Education and Training Sector.
  • 1.3 Communicate and capacitate the subsector on TETA policies, processes and systems.
  • 1.4 Attend to contract related queries from stakeholders.
  • 1.5 Participate in TETA and Stakeholder forums, workshops and career exhibitions.
  • 1.6 Promote the TETA Brand to the Taxi subsector.
Finance and Chamber Administration
  • 2.1 Promote Taxi Subsector participation in the Mandatory Grant system.
  • 2.2 Record and assess Discretionary and Mandatory Grant payment claims.
  • 2.3 Reconcile payments, manage surplus declaration and cancellation schedules.
  • 2.4 Maintain an updated and accurate financial commitment schedule for all active contracts.
  • 2.5 Ensure accurate stakeholder banking details for the payment of Mandatory and Discretionary Grant Claims.
  • 2.6 Motivate for the procurement of goods and services and ensure delivery thereof through goods / services received vouchers.
Drive Implementation of National Skills Development Plan (SDP) in the Subsector
  • 3.1 Advise the subsector on the implementation of NSDP.
  • 3.2 Participate in research and knowledge initiatives to inform the subsector's contribution to the Sector Skills Plan.
  • 3.3 Implement and monitor implementation of learning programmes such as learnerships, Occupational Qualifications, skills programmes and Work Integrated Learning.
Implementation of Discretionary Grants Contract and Mandatory Grants
  • 4.1 Assist stakeholders to capture WSP / ATR on TETA system.
  • 4.2 Assess WSP / ATR application and provide the necessary feedback.
  • 4.3 Assist with the development of templates and contracts for the implementation of Discretionary Grants.
  • 4.4 Receive, register and assess Discretionary Grant applications and prepare a recommendation schedule.
  • 4.5 Manage, monitor and support the implementation of discretionary grants.
  • 4.6 Develop and prepare the necessary monitoring reports for both Mandatory and Discretionary Grants.
Report
  • 5.1 Verify all supporting documents submitted and used for reporting of both Mandatory and Discretionary Grants.
  • 5.2 Prepare and submit weekly, monthly, quarterly and annual reports on the implementation of Mandatory Grants and Discretionary Grants projects.
  • 5.3 Prepare and submit performance reports of Achievement of Predetermined Objectives.
  • 5.4 Prepare and keep an updated Discretionary Grant Projects report.
  • 5.5 Compile monitoring reports from stakeholder visits or online monitoring.
National and Provincial Stakeholder Support
  • 6.1 Assist with implementation of Memorandum of Understanding with Adopted Schools, PSET institutions and the subsector.
  • 6.2 Support career exhibition initiatives, Nationally, Provincially and Adopted Schools.
  • 6.3 Participate in the provincial skills development forum and other national and provincial initiatives.
MINIMUM REQUIREMENTS
  • Qualification and Experience: Minimum of National Diploma (NQFL 6) in HRM / ETD or relevant tertiary qualification.
  • Minimum of 4 years' experience in the Education, Training and Development Sector.
  • Experience in SETA or Transport Sector environment will be added advantage.
  • Experience in management of WSP and ATR.
  • Be prepared to work overtime and travel.
Knowledge and Skills
  • Knowledge and understanding of: The Taxi and Public Transport subsector; The SETA environment; Contract management; The following legislation – Skills Development Act, Skills Development Levies Act, National Skills Development Plan, Public Finance Management Act, Quality for Trades and Occupational Act, Protection of Personal Information Act, and South African Qualification Authority.
  • Skills: Administration skills, project management skills, Good interpersonal skills (both written and verbal).
  • Telephone etiquette skills, computer skills including MS Word, MS Excel, MS Outlook, MS Power Point, Online Meeting etiquette. Driver's license will be an advantage.
